Overview

Social Solutions International, Inc. (Social Solutions)* is accepting curricula vitae (CVs) from mid- to senior-level monitoring and evaluation specialists who are available and interested in a six-month to two-year posting to provide specialized evaluation and monitoring services to the United States Agency for International Development (USAID). This is an exciting opportunity with a competitive package, to be directly involved in building the capacity of USAID to strengthen the discipline of development and improve development outcomes. Placements may be in an operating unit (OU) in USAID/Washington or one of the USAID overseas missions. Fellows will complete a DC-rotation regardless of their final placement.

 

Background:

 

M&E Fellows will be members of a technical assistance (TA) team providing support and advisory services to the Office of Learning, Evaluation and Research (LER) in USAID’s Bureau of Policy, Planning and Learning (PPL). This TA team manages the Expanding Monitoring and Evaluation Capacities task order (MECap).

 

MECap bolsters capacity in USAID missions and OUs to plan for, undertake, and use high quality M&E to achieve better development outcomes. It does this by providing technical expertise and support that strengthens the capacity of USAID staff in M&E skills, extends LER’s ability to communicate and collaborate with external M&E practitioners and USAID staff, and provides the Agency with improved access and capabilities to apply state-of-the-art practices. MECAP coordinates closely with other PPL/LER and Agency awards and utilizes a facilitating and mentoring approach in all of its work.

Responsibilities

M&E Fellows will serve in an advisory and capacity-building role based in Washington DC and/or in an overseas USAID regional or bilateral mission. Fellows will bring much needed M&E expertise to supplement rather than substitute for existing Agency capacity. They will fill a critical gap by working collaboratively with USAID teams to develop high quality products that will serve as solid examples for future application and adaptation. Fellows will also help put in place systems and structures designed to be self-sustaining after the completion of their posting. M&E Fellows may be evaluators, M&E generalists, or sector-specific M&E experts, depending on the needs of the operating unit requesting the Fellow. The specific tasks to be accomplished by the Fellow will be determined to some extent by the needs of a specific operating unit. Most likely, Fellows will:

  • Provide expert advice to USAID staff and implementing partners on M&E planning and methodology
  • Guide operating units in Program Cycle implementation, including developing performance management plans (PMPs) and project and/or activity M&E plans
  • Provide advice on developing and selecting indicators and assuring data quality
  • Help design monitoring tools
  • Track evaluation recommendations and synthesize learning
  • Develop and deliver written materials and briefings to familiarize staff with evaluation study designs, methods, tools, and approaches, potentially in collaboration with partners
  • Work closely with sector specialists for local governance and local systems strengthening, agriculture, environment, global health and other fields to identify key program evaluation questions, design appropriate evaluations in focus countries, as needed
  • Support and/or lead internal/hybrid evaluation teams to bolster the technical evaluation skills of mission staff
  • Disseminate monitoring and evaluation findings and create communication products in various formats to inform decision makers and non-evaluation specialist audiences
  • Conduct capacity-building activities, trainings or workshops
  • Provide support in organizational systems for M&E
  • Support incorporation of recommendations from evaluations into design and portfolio reviews
  • Convene an M&E community of practice or working group to share and encourage good practices
  • Seek out, understand, and map local expertise available to support field monitoring and evaluation tasks (e.g., surveys, evaluations, data collection, analysis, etc.) 

Qualifications

  • At least a master’s degree that includes coursework in rigorous qualitative and quantitative monitoring and evaluation approaches and methods or other technical training in M&E methods
  • At least seven years of experience with foreign assistance monitoring and evaluation—preferably with USAID and other large foreign assistance agencies (including large NGOs or international organizations)
  • Demonstrated flexibility and capacity to adapt to and operate in environments of uncertainty
  • Experience designing and implementing research and program monitoring and evaluations for foreign assistance programs
  • Background in capacity-building, adult learning and/or learning facilitation or related experience
  • Excellent facilitation skills preferred
  • Experience providing advice to foreign assistance managers in the field on how to best manage monitoring and evaluation systems
  •  Experience designing and implementing state-of-the-art mixed methods evaluations for foreign assistance programs
  • Fluent English required and additional languages desired
  • Candidates must be eligible to obtain and maintain a USG security clearance
