Overview

SUMMARY OF RESPONSIBILITIES

 

The Senior M&E Specialist is a member of a team implementing the Expanding Monitoring & Evaluation Capacities task order (MECap) for the Bureau for Policy, Planning and Learning of the United States Agency for International Development (USAID). The duties range from provision of technical assistance in monitoring and evaluation, to more complex analytical-type tasks such as research on M&E capacity-building. The individual must develop expert knowledge of USAID's policies and guidelines related to monitoring and evaluation.

UNIQUE JOB REQUIREMENTS AND CHARACTERISTICS

The Senior M&E Specialist is a member of a small core team managing MECap. MECap will "support the planning, conduct and use of high quality monitoring and evaluation by USAID staff and partners to improve the effectiveness of USAID programs in achieving significant development outcomes. The results of this work will contribute to an increase in the number of evaluations that USAID commissions, improvements in the quality of evaluations as well as greater use of evaluation and monitoring evidence in decision making. This is an institutional support contract that will fill a critical need for technical assistance, guidance and specialized expertise in state-of-the art monitoring and evaluation methodologies and practices as applied in a federal agency and international foreign assistance context."

 

The M&E Specialist will contribute substantively and significantly to MECap's four objectives:

1) Expand the guidance, tools and conceptual approaches to build capacity for planning, conducting, commissioning and/or using evidence from monitoring and evaluation

2) Provide surge capacity for USAID operating units in need of technical assistance and support for monitoring, evaluation and learning processes

3) Undertake directly or facilitate USAID staff to undertake approximately 24-36 monitoring efforts and/or evaluation studies and subsequent dissemination and follow-up as appropriate to support Agency learning, application and integration of related evidence into policies and programs

4) Advance USAID staff and partners’ knowledge and understanding of current M&E best practices and support cutting edge M&E efforts and organizations so that USAID can benefit from the most forward leaning thinking and novel approaches

Responsibilities

ESSENTIAL RESPONSIBILITIES

  • Provide technical assistance or support to USAID missions and implementing partners in monitoring and evaluation throughout the Program Cycle, including at the strategy, design and implementation phases. Such assistance could include specific products such as developing Mission Performance Management Plans (PMPs), peer review or support for drafting evaluation statements of work, developing project or activity M&E plans.
  • Provide peer review for scopes of work
  • Provide technical review of deliverables by short-term advisors.
  • Conduct systematic review of the state-of-the-art in monitoring and evaluation; prepare discussion notes and coordinate discussions on the merits of these methods to USAID's work.
  • Contribute lessons learned to the international development monitoring and evaluation practitioner’s community.
  • Conduct training in M&E basics or more advanced topics.

 

SECONDARY RESPONSIBILITIES

As assigned under buy-ins from the Missions, the M&E Specialist may:

  • Provide expert technical assistance related to specific monitoring efforts done by USAID missions directly (as opposed to those done by USAID partners).
  • Conduct evaluations, surveys, or special studies to understand the use of evidence from monitoring and evaluation and whether learning from these efforts is being applied and integrated into USAID policies, strategies, projects, and/or activities.

GENERAL DUTIES

Position is highly independent and requires constant email availability and phone contact throughout the day. It requires the ability to travel locally to meetings. Position is full-time and may require additional hours including weekend hours when deadlines loom.

  1. Writing: Write draft policies, lessons learned, and assigned reports; contribute to biweekly report and quarterly report.  
  2. Problem solving: Recommend solutions to problems, seek advice and guidance on which solutions to apply
  3. Task management: Manage several tasks associated with the contract, on time and with a commitment to quality
  4. Confidentiality: The ability to maintain confidential information in an appropriate manner is essential, as is an ability to use judgment in the wording and inclusion of pertinent and sensitive information.
  5. Prioritizing: Must be able to work under pressure to meet deadlines; must be able to analyze and prioritize assignments; also must judge the amount of time to spend for the expected outcome, according to the importance of a project and the type of information needed.
  6. Logistical support: Must be willing to provide occasional logistical support and must have some knowledge of the organizational and multi-tasking skills needed for logistical support.
  7. Other duties as assigned

Qualifications

EDUCATION AND EXPERIENCE

  • Master’s degree in international development or a related field such as evaluation, economics, sociology, anthropology, public administration, etc.
  • At least 10 years of professional experience in international development is preferred including at least 5 years of work designing, executing and reviewing evaluations or monitoring systems of development programs.
  • Expertise in performance monitoring approaches and evaluation methods, including the appropriate use of qualitative, quantitative, and mixed methods is required.
  • Demonstrated track record building the capacity of client and partner staff in performance monitoring and evaluation planning, management, and use is preferred.
  • Demonstrates facilitation skills both online and in-person.

KNOWLEDGE, ABILITIES, AND SKILLS

  • Demonstrated appropriate interpersonal, communication and organizational skills, which have resulted in effective team membership
  • Ability to handle multiple tasks simultaneously in a dynamic environment
  • Demonstrated ability to work with internal and/or external clients and provide required services
  • Proficiency in the use of Microsoft Office, Internet and e-mail applications, especially Gmail/Google.
  • Ability to work under pressure and tight deadlines, including flexibility and adaptability
  • Ability to maintain a positive and respectful attitude
  • Ability to problem-solve, including being able to identify problems and make recommendations for resolving
  • Ability to manage and prioritize the tasks associated with a project or projects
  • Excellent oral and written communication skills, including the ability to present materials in meetings and to write project documents with minimal revisions from the supervisor
  • Knowledge of research concepts and principles and the ability to apply them during the implementation of project tasks
