Social Solutions International is recruiting and hiring qualified individuals for the following position:

 

 

We are seeking a Humanitarian Mining Expert to serve as part of an evaluation team that will be assessing mine-risk education (MRE) programs with the objective of determining (a) if the benefits of mine risk education justify the funds invested in the programs; and (b) the efficiency and tangible benefits of MRE. The evaluation design will utilize mixed methods, applying both qualitative and quantitative data to sufficiently answer the research questions. There are two primary sources of data: qualitative interviews and quantitative surveys. The evaluation will incorporate a ‘before and after’ design that will be useful in assessing the effect that MRE has on potential changes in the targeted groups. The ‘before’ phase will need to be reconstructed through interviews with participants as no baseline data exists. Observational methods and document reviews may also be required. The qualitative interviews will be conducted by the evaluation team with donor employees, host government personnel, beneficiaries, and the implementing partners whose programs serve as the basis for the evaluation. The evaluation team will analyze quantitative information generated through surveys to respond to at least one of the evaluation questions; data from a statistically representative sample will be gained through the proposed survey and ultimately used to determine the reach and effect of mine risk education. The evaluation team will be comprised of a monitoring and evaluation specialist, who will serve as the team lead, a humanitarian mining expert, who will serve as the subject matter expert, and a research assistant.

Responsibilities

  • Support the Team Lead in carrying out all aspects of the evaluation
  • Assist the Team Lead in developing the evaluation design and work plan
  • Carry out field work in country for 3 weeks
  • Assist the Team Lead in drafting the preliminary and final report and materials for the oral presentation

Qualifications

  • Humanitarian mine action subject matter expert implementing humanitarian mining education in several countries
  • Have experience in post-conflict or underdeveloped areas
  • Is familiar with the nuances of US government foreign assistance and financial awards
  • Experience with monitoring and evaluation of foreign assistance programs is a plus
