Social Solutions International, Inc. (Social Solutions) is seeking experienced individuals to serve as Scientific Review Officers (SROs) for an evaluation study. Social Solutions is accepting curricula vitae (CVs) from researchers who are available and interested in the consultant position for this project. SROs are scientists who work in partnership with the scientific community to ensure that grant applications submitted to the National Institutes of Health (NIH) for funding receive an objective and fair peer review to identify the most meritorious science, and that all applicable laws, regulations, and policies are followed in the review process.


Social Solutions is examining the NIH grant application and review process to support the Center for Scientific Review (CSR) in ensuring a process that enables NIH to fund the most promising research. Social Solutions will work with SROs to securely assign a sample of grant applications to expert reviewers, and will analyze reviewers’ evaluations of the sample of grant applications.


Mirroring the NIH grant application and review process, SROs will work with the Social Solutions research team to facilitate the reviews of sample applications for the study. Specific responsibilities will include, but are not limited to, the following:


  • Recruit qualified reviewers based on scientific and technical qualifications.
  • Orient the review panels to applicable review policies and procedures, including confidentiality rules.
  • Document and manage conflicts of interest.
  • Assign applications to reviewers for overall impact and criterion scoring of applications.
  • Serve as the information and coordination person for the grant applications assigned to reviewers.
  • Coordinate and liaise relating to grant review activities with reviewers and the research team.


  • Advanced health or health-related degree (PhD, MD, or equivalent doctoral degree), with demonstrated scientific excellence (e.g., grant and publication record)
  • Dedication to high quality, fair, and objective reviews
  • Comprehensive knowledge of the diverse and complex award mechanisms
  • Understanding of the necessity of avoiding conflicts of interest, and the ability to exercise objectivity and fairness to applicants
  • Experience as a reviewer for NIH (preferred) or other federal agency or nonprofit organization
  • Ability to work collegially in a group setting and skill in leading groups with diverse professional backgrounds
  • Knowledge of Federal Grants and contracts review policies and procedures
  • Ability to communicate complex scientific technical or procedural information
