HIV/AIDS Costing Advisor

The Bureau for Global Health's Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency's HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. The Strategic Information, Evaluation, and Informatics Division within OHA (OHA/SIEI), to which the Costing Advisor will be assigned, provides programmatic expertise to help the Agency and its missions develop programs that respond to USG, USAID, and Congressional policy and budget priorities and incorporate innovations, best practices, and lessons learned.
The Costing Advisor provides support to technical and managerial staff, performing a variety of both complex and routine expenditure analyses, including costing, cost modeling, cost effectiveness analysis, and the use of cost information, to advance OHA's vision for the use of c.ost information in collaboration with OHA technical teams and country teams.
The Costing Advisor reports to the Chief, Expenditure Analysis Branch.

Provide technical assistance and direction on PEPFAR resource tracking and data use for decision-making, including development and the future of the Expenditure Analysis Initiative
Serve as Agency and inter-Agency expert on collection, quality, and use of financial data
Serve as a technical advisor on the EATAP follow-on project management team
Advance knowledge of resource tracking, economic evaluation, costing, cost modeling, cost-effectiveness, and efficiency analysis and the use of financial and program data for HIV/AIDS program planning and budgeting
Liaise at a high level with inter-Agency PEPFAR and external stakeholders (Global Fund, UNAIDS) on HIV resource tracking
Serve as an inter-Agency Expenditure Analysis (EA) Advisor
