GENERAL DESCRIPTION

 

The recruitment for this career ladder position will start at the GS 9 grade with promotion potential to a GS 11 grade.  Exceptional performance at the GS 9 and the ability to show potential at the GS 11 must be demonstrated during the employee's one year performance review in order for graduation from the GS 9 grade level to the GS 11 grade level to be granted.

 

The GS 9 position is a non-exempt position and the GS 11 position is an exempt position.

 

The Program Analyst performs a variety of both routine and complex administrative, analytical, and technically-focused duties to assist his/her assigned office with project management and oversight and budgetary and financial management.  The incumbent will also assist in providing country backstopping support and the provision of field support to USAID Missions and provide technical backstopping as needed.  The Program Analyst will work closely with the team and provide input on related technical and managerial issues.  The Program Analyst ranks tasks in order of importance and impending deadlines, handles several tasks simultaneously, is capable of working independently as well as a team atmosphere, and seeks guidance when needed.  The individual must possess a working knowledge of USAID policies and guidelines as well as corporate practices and procedures, and the individual is expected to become familiar with office/division technical issues and policies.  To perform this job successfully, an individual must be able to perform each essential duty listed below satisfactorily.

 

BACKGROUND:  The Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for the Agency and has primary responsibility for the Agency's HIV/AIDS program.  OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS.  It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs.  This entails:

 

  • Ensuring the technical integrity of Agency and Mission strategies.
  • Providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment.
  • Coordinating numerous research and field support programs.
  • Managing and reporting on the impact of the Agency's HIV/AIDS program.

 

The Supply Chain for Health (SCH) Division provides strategic and technical leadership on supply chain issues to ensure adequate quantity and quality of essential commodities for people affected by HIV/AIDS and related infections.  SCH is responsible for managing the largest public health supply chain in the world.  Specifically, the Division is responsible for:

 

  • Operating a sustainable central procurement operation and managing the supply chain for HIV/AIDS commodities. This includes procuring and distributing pharmaceuticals and other commodities needed to provide care and treatment of persons with HIV/AIDS and related infections.
  • Providing technical support and leadership to USAID Missions in strengthening partner country capacity to ensure a safe, secure, reliable, and sustainable supply chain system.
  • Providing technical assistance to support country and regional supply chain programs.
  • Coordinating with other US Government agencies, international organizations, and donors to provide global leadership on supply chain issues.
  • Providing rapid response in emergency situations and potential stock-outs.
  • Managing the HlV/AIDS Working Capital Fund.
  • Maintaining the Agency Anti-retroviral and Rapid Test Kit approval lists.
  • Administering the "restricted commodities" approval of pharmaceuticals and "clearance" authority on source-origin waivers under Agency regulations.

Responsibilities

Financial and Budgetary Management:

 

  • Assists GHSC-CORs, in-country teams, and others on the Working Capital Fund, implementing partners' budgeting and expenditures, and other financial management requirements.
  • Assists/coordinates administrative and financial tracking systems and the spreadsheets and databases used to support these systems.
  • Assists in preparation/prepares quarterly accruals for funded projects.
  • Assists/has a major role in preparing SCH program and management budgets and supporting documentation.

 

Program Management and Oversight:

 

  • Assists with the development and administration of short- and long-term program activities.
  • Provides input and recommendations based on research and analyses to technical office staff to assist in decision-making.
  • Assists/has a major role in researching, planning, organizing and analyzing technical and/or statistical information and prepares data for use in briefings, portfolio reviews, publications, and reports.
  • Assists in collection/collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff. Ensures that schedules and deadlines are met.
  • Assists in coordinating/coordinates program files.
  • Assists in providing/provides technical assistance as requested or assigned.
  • Assists backstops/serves as a backstop as needed.
  • Drafts program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters.
  • Collects and makes arrangements for distribution of material to USAID Missions, USAID/W offices, host country institutions, and cooperating agencies as needed.

 

Liaison Activities:

 

  • Establishes and maintains effective working relationships with all echelons of an organization, both internal and external to GH, to further USAID global health program goals and objectives.
  • Assists/takes a role in responses to requests from other USG agencies, private organizations, and the public.

 

Country Support:

 

  • Assists in providing/provides assistance and support to Missions in Operational Plan, Country Operational Plan development, reprogramming, and other routine Mission activities.
  • Assists in providing/provides analytical, management and technical support in program strategic planning, including report writing, partner training, documentation, and drafting of RFP/As.

Qualifications

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • The position requires a Bachelor's degree and a minimum of 3 years of professional office experience OR a Master's degree and a minimum of 1 year of professional office experience. Relevant work experience may include for example:  public health, financial management, economics, information management, public relations, etc.
  • Knowledge of health related programs, regulations, and policies is desirable.
  • Experience in project administration and management procedures is preferred.
  • Strong research and analytical skills are essential.
  • Candidate must have strong attention to detail and organizational skills.
  • Proficiency in the use of Google and the Microsoft Office Suite is required; experience in the use of data base applications is recommended.
  • Candidates must be willing to work full-time.
  • At a minimum, a Facilities Access security clearance is required and must be obtained.

 

REQUIRED LANGUAGE SKILLS

  • Strong oral and written communications skills and the ability to read, analyze, and interpret general business periodicals is required. Excellent writing skills in English required.
  • The candidates must possess the ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

REQUIRED MATHEMATICAL SKILLS

The requirements listed below are representative of the knowledge, skill, and/or ability required:

  • The ability to work with mathematical concepts such as probability and statistical inference, ability to apply concepts such as fractions, percentages, ratios, and proportions to reports and financial tracking systems is required.
  • The candidate must be able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • The candidate must be proficient in basic financial management and budgeting concepts.
