The Senior Implementation Science Advisor (Senior Advisor) is a member of a multidisciplinary team (Health Research Program) focused on the accelerated development, uptake and use of research and research translation activities supporting achievement of the Agency’s development objectives.  The Senior Advisor will join a team responsible for technical oversight and coordination of applied, evaluative and implementation research, technology development and research translation/introduction activities, undertaken through a cooperative agreement, supportive services contract, and a grant to WHO.  While historically the portfolio has focused on maternal, newborn and child health, research-to-use efforts related to malaria and other infectious diseases, nutrition, family planning, HIV, and health systems strengthening are also germane to this portfolio.


As part of the Health Research Program in the Research and Policy Division within the Office of Maternal and Child Health and Nutrition, the Senior Advisor is responsible for providing expert guidance and technical support to USAID, at its headquarters and in the field, with missions and country teams, technical counterparts, Ministries of Health, and USAID cooperating agencies providing technical leadership in support of Agency objectives.


Specific responsibilities include:

  • Providing technical coordination and guidance to advance research and program investments in support of effective health programs and technologies. S/he will advance the application of new research and research utilization methodologies and practices that accelerate the research-to-use process.
  • Guiding strategies that maximize the accelerated development and cost-effectiveness of the Agency’s research, technology development, and research translation investments.
  • Facilitating a systematic approach to planning and implementing translation of research results into practice through analysis, strategy development, coordination and engagement of key partners including USAID staff in Washington and at mission level, implementation projects, other federal agencies, non-governmental organizations, and additional potential partners.
  • Undertaking effective and efficient administrative actions, project monitoring, reporting to fulfill agency requirements.
  • Preparing key documents including background documents, literature reviews, lessons learned to guide programming decisions, as well as relevant briefing documents for senior officials at USAID and at relevant USG agencies, as necessary.
  • Maintaining effective communication and coordination with both USAID collaborating agencies, Regional Bureaus, Missions, other federal agencies, non-governmental organizations, USAID country missions, foundations, and other international donors.
  • Identifying opportunities to build implementation research and research translation capacity in developing country institutions.
  • Working with other staff in the MCHN Office as well as other Bureau for Global Health offices to enhance linkages between research, research translation and other development-related activities across USAID and partner activities.
  • Reviewing the literature for new developments, promoting best practices, policies and emerging issues in selected technical areas that may include neonatal, child and maternal health, infectious diseases, and health services research.
  • Attending technical meetings and workshops, and participating in relevant training events, sharing lessons learned as well as publishing.
  • Assisting with formulating recommendations in response to new developments and emerging issues and sharing with colleagues, Bureau leadership, and missions.


Training and professional development

  • Keeping informed of the current literature and familiarity with regional and country trends, programs, initiatives and projects.
  • Deepening knowledge of health services/implementation research and evaluation methodologies, program design, and implementation.
  • Participating in interagency working groups and professional meetings as appropriate to SOW.


International travel up to 25% time.


Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Technical Advisor’s expertise and interests.


  • Master’s degree in public health or related discipline with expertise in interdisciplinary health services, operations,and/ or implementation research; PhD in public health or related field desired.
  • Minimum ten (10) years’ experience in public health or a related field, with 3-5 years’ experience in an international or resource challenged setting.
  • Knowledge of health services/implementation research and evaluation methodologies, program design, and implementation, as well as direct experience in translating research into use.
  • Demonstrated ability to work in a multi-site and multidisciplinary team-based organizational structure, including partners and other collaborators; experience with cross-cultural teams.
  • Demonstrated technical leadership, policy experience, and problem solving skills working on and providing expert oversight of complex projects in a highly sensitive environment.
  • High degree of judgment, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
  • Track record of working effectively with a broad range of partners, and in a team environment and communicating highly technical health information to both health and non-health audiences.
  • Strong interpersonal communication and excellent oral communication and writing skills.
  • Ability to travel internationally.
  • Computer skills in MS Word, Excel, Power Point, Outlook, and Access.
  • US Citizenship or US Permanent Residency required.
  • Ability to obtain and maintain, at a minimum, a Facilities Access clearance.
