The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS.  USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world.


USAID has a long and substantial history of supporting innovative research to develop new technologies for the prevention and treatment of HIV infection as well as implementation research to improve HIV/AIDS intervention programs in the field. In 2001, under a Congressional Directive, USAID began supporting the research and development (R&D) of a safe and globally effective HIV vaccine; this endeavor remains a high priority for the Agency. USAID’s investments have resulted in pivotal discoveries for the HIV vaccine field, while enhancing capacity for clinical research in the regions hardest hit by the epidemic. The HIV Vaccine Branch provides recommendations on program and portfolio priorities for new HIV vaccine research, while maintaining USAID’s leadership in HIV vaccine science. The Branch is responsible for strategic planning of an integrated introduction of a safe and effective HIV vaccine and other HIV prevention technologies. Branch staff represent USAID in key technical discussions at relevant scientific fora, interagency and in international donor meetings.


In addition to prevention goals, the branch works to increase the number of individuals receiving antiretroviral therapy (ART) through treatment optimization. USAID co-invests with a broad range of stakeholders to unify efforts around the ART combinations and formulations with the greatest potential impact on improving health system and patient-level outcomes, while also reducing costs in high-burden countries.


The Senior Medical Officer for Treatment and Vaccines will be located in the Research Division, Office of HIV/AIDS, and Bureau for Global Health, and the Vaccine Branch Chief will be the USAID Point of Contact. As a part of a team of technical and management professionals, this position will support USAID’s research program in HIV Treatment optimization and HIV Vaccine research. This will also require working with other teams such as the Prevention Care and Treatment (PCT) and Supply Chain in Health (SCH) teams, as well as other offices in the Bureau for Global Health. Significant engagement with USAID mission staff, USG agencies implementing PEPFAR, partners in the field, and other target - country stakeholders in all sectors will also be essential. The specific roles and responsibilities of this position are described below.


The primary role of the Senior Medical Officer is to apply medical, scientific, clinical, technical, programmatic knowledge to provide strategic guidance on HIV treatment optimization. The Senior Medical Officer will also provide technical guidance on HIV vaccine research and development and related HIV Vaccine Branch (HVB) activities to USAID headquarters and support to PEPFAR programs through country and regional teams and implementing partners, virtually and by travel to the field.


Specific responsibilities may include but not be limited to the following.


  • Serve as a technical expert on HIV Treatment optimization research and development and related HIV treatment activities
  • Provide crucial technical and programmatic counsel and expertise to OHA regarding HIV/AIDS biomedical research and development (R&D)
  • Serve as a technical expert, providing leadership and guidance in the design, implementation and evaluation of technically sound, cost-effective and practical approaches and strategies for the implementation of programs dedicated to HIV biomedical research.
  • Serve as an expert advisor and technical authority on complex and precedent-setting policy and program issues, develops policies, strategies, and plans HIV/AIDS treatment and biomedical prevention programs for agency-wide application.
  • Assist in drafting responses to Executive, Congressional, Agency, and public inquiries about USAID activities related to treatment optimization and HIV vaccine research.
  • Participate in all HIV Vaccine Branch activities, including participation in scientific meetings, review of documents and development of activities as needed.
  • Facilitate dissemination of scientific and programmatic findings through peer-reviewed publications and presentations at scientific meetings.
  • Formulate, plan and disseminate material to explain GH’s programs, projects and policies.
  • Serves as technical liaison with other USG Agencies, donor organizations, multilateral, PVOs, U.S. universities, and professional organizations to coordinate their efforts with USAID programs, policies, and approaches in HIV treatment and biomedical prevention research.
  • Participate in relevant scientific advisory groups.


The applicant must have:


  • A medical degree (MD or DO) and board certification in Internal Medicine, Preventive Medicine, Infectious Diseases, Tropical Medicine or a related area
  • Training and/or background in immunology, virology or molecular biology (desired)
  • Clinical background and experience in antiretroviral adult or pediatric treatment (preferred)
  • Familiarity with or experience in research programs and clinical trials (desired)
  • Field experience related to HIV/AIDS or other public health programs in resource-poor settings is a plus
  • Experience in strategic planning of health research or programs
  • Experience collaboratively working with diverse teams
  • Strong oral and written communication skills
  • Strong teamwork skills
  • The ability to travel nationally and internationally as required for task performance
  • S. citizenship and the ability to obtain a “secret” security clearance
