Social Solutions is dedicated to the creation of social and health solutions to improve the welfare of underserved populations worldwide. Social Solutions International, Inc., is preparing a proposal response for the anticipated multi-million-dollar, five year USAID/Uganda Learning, Evaluation and Monitoring Activity.  The purpose of the Contract is to strengthen the performance of USAID/Uganda and it's Implementing Partners (IPs) in collaborating learning, and adapting to improve the relevance, quality, and sustainability of USAID-supported contributions to Uganda's development.

 

The Director of Learning will support USAID/Uganda to strengthen its performance and improve the performance of its Implementing Partners, with a focus on collaborating, learning, and adapting, to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. Director of Learning (DOL) will serve as the individual bearing primary responsibility for delivering the learning results that contract demands and tracking the adaptations for lessons learned.  This position will be based in Uganda.  The DOL will serve as a core team member on a full-time basis throughout the five-year period of performance.  

Responsibilities

 

  • Provide vision and leadership to the USAID/Uganda Learning Activity “learning” agenda
  • Monitoring systems strengthened for improved reporting and performance management
  • Technical assistance and other support in establishing organizational structure and substructures, complementary to support provided by the Organizational Development contractor
  • Technical assistance and other support in teambuilding, creating incentives for participation, and otherwise ensuring the success of the structures, complementary to support provided by the Organizational Development contractor
  • Logistics, facilitation, notetaking, and related services to facilitate strategic, program and operational teams established under the organizational structure, complementary to the support provided by the Organizational Development contractor
  • Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID/Uganda monitoring and reporting systems
  • Ensure the quality, relevance, technological sophistication and timeliness of Contractor-provided evaluations, analyses, and assessments
  • Deepen USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning
  • Lead Contractor contributions to USAID/Uganda’s efforts to deliberately draw contextual, programmatic, and operational learning from its monitoring, evaluation, analytical and assessment efforts
  • Facilitate learning’s transformation into adapting. Ensure the USAID-compliance and integrity of learning operations

Qualifications

  • Master’s Degree in social science relevant to USAID/Uganda’s CDCS or a Bachelor’s Degree in a social science relevant to USAID/Uganda’s CDCS with five years management experience in international development (in addition to the eight years’ experience below) for those without a Master’s degree.
  • At least eight years of direct experience developing and managing monitoring systems and/or conducting social science research.
  • Five years of experience managing staff conducting monitoring and/or research efforts.
  • Preferably, demonstrated skills and experience in statistics and computational analysis.
  • Preferably, three years’ experience living and working in developing country environments.
