The program analyst provides support to technical staff, performing a variety of both complex and routine analytical and administrative duties. These duties range from administrative-type tasks such as scheduling meetings and maintaining program files, to more complex analytical type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of programmatic and financial tracking systems.  The program analyst ranks tasks in order of importance and impending deadlines, and handles various tasks simultaneously.  The individual must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures.

Program Analyst in the Office of HIV/AIDS, Division of Prevention, Care, and Treatment, Behavioral and Structural Interventions (BSI) Branch

The Prevention, Care, and Treatment (PCT) Division is responsible for ongoing technical assistance, training and consultation on the development and implementation of HIV/AIDS programs to the Office of HIV/AIDS, GH Bureau and the field. Members of PCT work in close collaboration with technical leaders from other USG agencies implementing the President’s Emergency Plan for AIDS Relief (PEPFAR). The Program Analyst would support technical staff aiming to improve the quality of HIV prevention, care, and treatment programs through the implementation of high quality behavioral and structural interventions.


  • Prepares various program documents and correspondence with technical staff. Examples include project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Gathers information and documents for program activity planning, implementation, research, monitoring and evaluation from within OHA and from other USAID offices, Bureaus, field Missions, Cooperating Partners and International normative bodies (e.g., WHO, UNAIDS).
  • Works with USAID staff on general management-related activities.
  • Maintains/or provides assistance with administrative and financial tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems.
  • Participates in the development of program planning activities such as Country Operational Plan (COP) and Headquarters Operational Plan (HOP).
  • Organizes regular calls with field Missions, prepares agenda and minutes, and follows up on action items.
  • Assists with new staff orientation and internal communication as needed.
  • Schedules regular BSI branch meetings as required, and takes and maintains notes from these meetings.
  • Researches, analyzes, and organizes data and technical/statistical information for use in briefings, publications, and reports. Recommends statistical formats for reports, ensuring consistency with USAID standards.
  • Drafts program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters.
  • Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff. Ensures that schedules and deadlines are met.
  • Maintains program files.
  • Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.
  • Travels internationally to assist USAID Missions and PEPFAR Country Teams in program reviews, project design, procurement actions, and Country Operational Plan Development, as appropriate.

Specific duties to support PCT/BSI:


  • Assists professional staff with program management, financial tracking, and communication and coordination with the Office of the Global AIDS Coordinator

                             (e.g., help develop and submit budgetary planning documents such as

                             Headquarters Operational Plan and Country Operational Plans);

  • Participates in PEPFAR interagency working groups, including those relating to Prevention programming, with logistical and analytical support as needed.
  • Develops technical updates and other technical/policy communication to the field.
    • Helps to revise content for and USAID websites to ensure that information is accurate and up-to-date as needed.
    • Provides research, writing and editing support for papers, tools, and other writing that advances technical leadership in the field of HIV.
    • Gathers and participates in the review of strategic planning documents and/or relevant technical briefs.
    • Plans, organizes, and attends brown bags and off-site meetings as needed.
    • Analyzes data and provides logistical support to prevention-related PEPFAR initiatives.
    • Supports procurement activities by writing and editing documents, organizing meetings with USAID’s Office of Acquisition and Assistance and technical experts, and participating in procurement related reviews. Performs other duties as assigned such as spreadsheet and presentation preparation.     


The requirements listed below are representative of the knowledge, skill, and/or ability required. The position requires a college degree and 2-4 years of professional experience or a combination of comparable education and professional experience. The position requires strong quantitative and qualitative analytical skills and proficiency in Microsoft Office, Internet, and email applications. The candidate must have strong attention to detail and organizational skills. The candidate must be able to juggle competing assignments and prioritize multiple work streams effectively. A USAID “Secret” security clearance is required.
