    The United States Agency for International Development (USAID) has contracted through Social Solutions International to recruit and hire qualified individuals for the following position:

    Data Analysis Advisor (Health Workforce)

    United States Agency for International Development/Bureau for Global Health/Office of HIV/AIDS/Systems and Program Sustainability Division (USAID/GH/OHA/SPS)

    BACKGROUND:

     

    The United States Government (USG) has made the fight against HIV and AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. The US President's Emergency Plan for AIDS Relief (PEPFAR) is a USG global initiative to control the HIV and AIDS pandemic. It is the largest commitment by any nation to combat a single disease.

     

    PEPFAR recognizes that donor resources alone cannot meet the needs of the 35 million people who will be living with HIV in 2020.  As a result, PEPFAR has committed funding to support countries to strengthen their ongoing effo1is to increase the use of their own resources to help deliver an AIDS-free generation.  Health Systems Strengthening (HSS) is a key strategy to secure the sustainability of past and future achievements.

     

    The Health Workforce Analytics & Programming Advisor (the Advisor) will provide programmatic and technical supp01i to Headquarters and field staff in order to advance the use of health workforce analytics in Human Resources for Health (HRH) programming. The Advisor will support key components of PEPFAR and USAID health workforce priorities, advancing use of data for effective HRH program development and demonstrating the impact of HRH investments. Key technical emphases include health labor markets, workforce development, health workforce policy and planning, and HIV service delivery. The Chief, Health Workforce Branch, will provide onsite supervision for the Advisor position.

    Responsibilities

    The Health Workforce Analytics and Programming Advisor will be responsible for:

     

    • Designing and implementing analyses utilizing PEPFAR and non-PEPFAR HRH data to support and inform development of HWF Branch activities that span health workforce financing, policy and planning, and utilization within public and private sector HIV service delivery
    • Leading the creation and maintenance of updated HRH datasets, analysis, and data visualization for use by the HWF Branch and Developing technical guidance on use of metrics to track and assess impact of HRH
    • Serving as an activity coordinator for various activities in the HWF Team portfolio, and providing technical input on other activities related to data
    • Providing technical assistance to USAID Missions and PEPFAR country teams in building capacity to conduct and apply HRH analytics, and monitoring impact of implementing partner HRH activities, as related to PEPFAR
    • Providing technical assistance to USAID Missions, and PEPFAR country teams in advancing data-driven assessment, design, and implementation of HRH programming for HIV service deliv
    • Liaising with OHA strategic info1mation advisors to support USAID Missions and PEPFAR country teams in reporting on PEPFAR HRH indicators.
    • Liaising with colleagues across the USAID Bureau for Global Health and Bureau for Education, Economic Growth and Environment to advance use of health workforce data with other sector data sources as related to
    • Serving as a USAID implementation subject matter expert (ISME), providing technical assistance with other interagency staff to PEPFAR country programs on human resources for health.
    • Liaising with the PEPFAR Interagency Collaborative for Program Improvement (ICPI), based at the Office of the Global AIDS Coordinator (OGAC), on HRH data analytic
    • Conceptualizing and designing health workforce activities as part of the annual development of the OHA PEPFAR Headquarters Operational Plan (HOP).
    • Participating in the annual PEPFAR Country Operational Plan (COP) technical review process for health workforce activities.
    • Preparing and delivering presentations and other materials for senior staff within the Bureau for Global Health and its offices, OGAC, and other PEPFAR implementing
    • Participating and presenting in technical meetings, seminars and conferences for HRH.
    • International travel approximately 30%.

    Qualifications

    The requirements listed below are representative of the knowledge, skill, and/or ability required of the position:

     

    • 1O+ years' work Minimum 5-7 years' experience in the assessment, design and implementation of interventions related to human resources for health, with at least 2-3 years' experience in an international or resource-challenged setting.
    • PhD or Master's degree in public health, health management/administration, business administration or other relevant
    • Experience in an HIV/AIDS programmatic context highly
    • Demonstrated experience in applying accepted tools, techniques and frameworks for conducting health workforce analytics for HIV service
    • Knowledge and experience in designing and conducting health workforce related assessments and/or quantitative and qualitative research methods as related to data collection instruments, data collection, analysis and interpretation.
    • High familiarity with health workforce data Experience with Human Resource Information Systems (HRIS) preferred.Knowledge and experience in using MS Excel and data analytical models and visualization
    • Ability to travel

    • Demonstrated ability to grasp knowledge of internal processes within the US Government and other health sector development partners (e., thematic priorities, decision-making mechanisms, and preferred funding channels).
    • Excellent interpersonal, communication and writing skills and the ability to work with diverse teams and
    • Strong teamwork, multi-stakeholder collaboration and management
