  • Overview

    Chief of Party/Project Director position is advertised for an anticipated USAID evaluation services contract that will be worldwide in scope. The purpose of this contract is to conduct research and (mainly quantitative) evaluations of current USAID-funded democracy, rule of law, and governance (DRG) programs, and to support USAID in applying the findings from these evaluation activities to shape its DRG programming going forward. The period of performance for this procurement is five (5) years (one base year and four option years) from the date of award. This position is contingent upon award.


    • Responsible for overall leadership and management of the project’s team and activities.
    • Provide high-level strategic direction and decision-making.
    • Provide technical input as needed for the project’s evaluation activities, including planning, implementation, development of tools, application of evaluation methodologies, data analysis, and interpretation of findings.
    • Contribute to the planning, design, and execution of USAID Impact Evaluation Clinics.
    • Review and approve scope of work and budget for each distinct evaluation or research activity conducted under the project.
    • Serve as liaison with COR and other USAID representatives.
    • Manage project staffing, and foster a positive working environment.
    • Manage budget.
    • Review technical reports and progress reports prior to submission to USAID


    • 12-15 years of demonstrated project management, technical leadership, and problem solving on complex projects.
    • Previous experience managing evaluations or evaluation services contracts.
    • Experience with a wide array of quantitative evaluation and research methodologies.
    • Demonstrated experience applying MEL results to improve programming.
    • Previous experience working on democracy, rule of law, and/or governance programs.
    • Demonstrated ability lead large and complex projects.
    • Creative problem-solving skills.
    • Demonstrated ability to manage and oversee multiple complex tasks simultaneously
    • Masters degree in Statistics, Research Methods, Program Evaluation, Democracy/Rule of Law/Governance, or related discipline (Ph.D. preferred)
    • Experience working on USAID or other U.S. Government-funded projects (preferred)
    • Fluency in English required; second language preferred
    • Excellent analytic skills, oral and written communication skills, interpersonal skills, and team management skills.
    • Computer skills in MS Word, Excel, Power Point, Outlook, and Access.
    • Ability to travel internationally
