  • Overview

    The Deputy Chief of Party/Senior Evaluation Specialist position is advertised for an anticipated USAID evaluation services contract that will be worldwide in scope. The purpose of this contract is to conduct research and (mainly quantitative) evaluations of current USAID-funded democracy, rule of law, and governance (DRG) programs, and support USAID in applying the findings from these evaluation activities to shape its DRG programming going forward. The period of performance for this procurement is five (5) years (one base year and four option years) from the date of award. This position is contingent upon award.

    Responsibilities

    • For each evaluation or research activity, provide technical direction to planning efforts, and technical oversight to implementation, data analysis, and reporting
    • Lead development of evaluation design, methodology, sampling strategy, and data collection instruments for baseline assessments, mid-term and final performance evaluations, and special studies as required.
    • Support the development of evaluation and research tools for each evaluation activity;
    • Contribute to the planning, design, and execution of USAID Impact Evaluation Clinics;
    • Serve as evaluation team leader of select evaluations as needed;
    • Provide technical guidance to the project team on data analysis and interpretation;
    • Liaise with Project Director, Communications Specialist, and USAID personnel on how to apply evaluation and research findings in support of future programming;
    • Support assessment and evaluation teams as needed, organizing fieldwork and supporting the development of work plans, presentations, and reports.
    • Liaise with USAID personnel, IP personnel, and host government stakeholders as necessary.
    • Other duties as assigned.

    Qualifications

    • 10 years of experience in design and implementation of quantitative inquiry methods and results required, qualitative methods preferred;
    • At least 5 years of experience leading evaluation and/or research teams;
    • Specific experience with impact evaluations, research studies, and program performance evaluations;
    • Masters degree or higher (Ph.D. preferred) in Research Methods, Program Evaluations, Statistics, or a related discipline
    • Demonstrated experience applying MEL results to improve programming;
    • Previous experience working on democracy, rule of law, and/or governance programs;
    • Excellent analytic skills, oral and written communication skills, interpersonal skills, and team management skills;
    • GIS software skills (preferred);
    • Project management skills highly desired.
    • Knowledge and understanding of USAID monitoring, evaluation, and learning (MEL) policy and directives desired
    • Ability to travel internationally
    • Experience working on USAID or other U.S. Government-funded projects (preferred)
    • Fluency in English required; second language preferred
    • Computer skills in MS Word, Excel, Power Point, Outlook, and Access
