  • Overview

    The Communications/Knowledge Management Director position is advertised for an anticipated USAID evaluation services contract that will be worldwide in scope. The purpose of this contract is to conduct research and (mainly quantitative) evaluations of current USAID-funded democracy, rule of law, and governance (DRG) programs, and support USAID in applying the findings from these evaluation activities to shape its DRG programming going forward. The period of performance for this procurement is five (5) years (one base year and four option years) from the date of award. This position is contingent upon award.


    • Lead the utilization and dissemination of findings from evaluation and research activities, including but not limited to:
      • Facilitating trainings, roundtables, webinars, and other forums for USAID staff
      • Creating utilization plans and guides
      • Provide knowledge management assistance to DRG LER evaluations and USAID
      • Provide capacity building to DRG LER team members and partners on KM best practices and methodologies
      • Contribute to internal KM/learning to include creation of communications and KM strategy for contract and individual evaluation activities
      • Creating and adapting web-based informational products
      • Designing infographics
      • Writing and promoting success stories from USAID DRG programs
      • Developing briefing notes for USAID staff
      • Managing the writing and distribution of a quarterly newsletter
    • Lead the development of the USAID Learning Agenda (for USAID/Washington operating units as well as Missions) based on identified evaluation/research opportunities and priorities, working with Project Director and Senior Evaluation Specialist;
    • Lead the planning, design, and execution of USAID Impact Evaluation Clinics, in coordination with the Project Director and Senior Evaluation Specialist;


    • 7-10 years of experience managing communications and learning either at USAID or on USAID-funded projects;
    • Demonstrated experience applying evaluation or research findings to improve program design;
    • Ability to build and manage complex relationships with clients, partners, and stakeholders
    • Excellent communications and writing skills;
    • Adult learning/facilitation experience;
    • Familiarity with democracy, rule of law, and/or governance programs;
    • Computer skills in MS Word, Excel, Power Point, Outlook, and Access;
    • Ability to travel internationally;
    • Fluency in English required; second language preferred
