    The U.S. Agency for International Development (USAID) is at the forefront of the U.S. government (USG) response in the fight against HIV and AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative in more than 90 countries. South Africa has one of the largest PEPFAR portfolios in the world and is primarily implemented through USAID, the Centers for Disease Control and Prevention (CDC), the State Department, and Peace Corps. USAID/Southern Africa is one of the Agency's largest missions and the Health Office (HO), the Mission’s largest technical office is responsible for implementation of the bilateral PEPFAR portfolio and a bilateral Tuberculosis (TB) portfolio. The HO oversees a comprehensive portfolio of HIV prevention, care, and treatment, health systems strengthening, strategic information, orphans and vulnerable children activities.

     

    The Senior Clinical Advisor for HIV Care and Treatment (“Advisor”) will provide a leadership role in the technical areas of HIV/TB treatment (including pediatric, adolescent, pregnant women, adult and advance clinical care), HIV testing and counseling (HTC) and care and support within USAID and for the PEPFAR interagency team. The Advisor will provide technical expertise grounded in strong medical knowledge, previous clinical experience, and demonstrated public health understanding. The Advisor will also provide significant technical assistance across age ranges and building strong linkages between HIV treatment and other clinical services. The Advisor will assist in the design, integration and implementation of HIV and AIDS care and support programs. The Advisor will participate in the review and evaluation of existing policies on pediatric, adolescent and adult HIV treatment, care and support, including related service platforms and associated policies. The Advisor will provide technical support toward the design and improvement of programs in line with USAID and PEPFAR strategies and objectives.

    Responsibilities

    The Advisor will serve as the subject matter expert within USAID/Southern Africa for the HIV clinical continuum including community and facility-based HIV testing, linkage, and treatment services. S/he will provide programmatic guidance and advice on the implementation of pediatric, adolescent, and adult treatment, care and support with a focus on PEPFAR supported countries. Specifically, the Advisor will:

     

    • Provide on-going technical assistance, training, and consultation to the HO, interagency PEPFAR team, the Government of South Africa (GoSA), and implementing partners on the development and implementation of HIV and AIDS programs within the continuum of HIV clinical and support services
    • Provide USAID expert technical and programmatic advice on the planning, design and implementation of HIV and AIDS programs, particularly those for pediatric, adolescent, and adult care and treatment (including pregnant women and advanced clinical care)
    • Provide expert technical advice on issues within the continuum of HIV clinical and support services
    • Serve on relevant PEPFAR and/or National Working Groups and participate in other related collaborations within USAID and the interagency
    • Provide technical guidance on care and treatment integration, particularly across the age spectrum and between ANC, MNCH, and PMTCT platforms
    • Review the technical quality of projects in the field by conducting site visits, meeting with program planners and managers in the field, providing expert technical assistance, monitoring progress, and reviewing and analyzing results
    • Provide research and programmatic recommendations to the HO and partner organizations, including advice on design and methodology of new research areas; guidance on project design; and guidance on best practices related to the treatment and care and support continuum
    • Search for and address emerging issues in need of USAID support and guidance along the HIV clinical continuum, and for all ages
    • Participate in international conferences and workshops dealing with HIV and AIDS prevention, care and treatment
    • Analyze, synthesize and disseminate key research findings and best practices to the Mission and its partners
    • Develop and deliver relevant presentations, reference materials, speeches and prepare reports and other documents as required
    • Develop collaborations with counterparts in USG and international agencies
    • Provide leadership and technical oversight on the design and publication of USAID materials related to the continuum of HIV clinical services
    • Provide guidance and direction on USAID’s strategic approach to the continuum of HIV clinical services
    • Participate in the review and evaluation of existing policies on continuum of HIV clinical services and other relevant policies, providing recommendations and suggesting modifications to existing policies or the creation of new policies to support and/or enhance USAID HIV activities
    • Provide technical assistance in the planning, implementation, monitoring and evaluation of HIV Care & Treatment, including TB/HIV, programs in South Africa.
    • Assist USAID South Africa and its partner organizations with the development of work plans for implementing HIV Care & Treatment, including TB/HIV, activities
    • Work with partners to promote the dissemination of appropriate HIV Care and Treatment, including TB/HIV, messages and design innovative approaches to enhance Care and Treatment and support of HIV infected persons.
    • Make recommendations to the HIV Care & Treatment, including TB/HIV, program for future project design, strategy, project management and measure of impact to assist with program planning and Country Operation Plan development.
    • Conduct site meeting and visits to implementing partners to assess, monitor and evaluate implementation on HIV Care & Treatment and TB/HIV programs against goals and objectives.
    • Provide support in managing HIV treatment contracts or cooperative agreements, including monitoring of budgets allocated to USAID care and treatment implementing partners; review of budget for appropriateness, monitor the use of funds for adherence to proposed activities, quarterly review of budget status and providing advice for realignment of budget, and accruals.

    Qualifications

    The contractor must have:

     

    • MD/DO/MBBS/MBCHB or equivalent medical degree with experience in international health care and support delivery
    • Master’s in Public Health or related field with an emphasis on infectious diseases preferred
    • Experience in providing clinical care to HIV/AIDS patients
    • Minimum eight (8) years of experience in public health programs with emphasis on infectious diseases and HIV, with at least three (3) years of experience working on health care delivery in an international or resource challenged setting. Experience in Southern Africa preferred
    • Ability to develop and monitor clinical components of HIV strategic plans
    • Knowledge of and familiarity with international treatment initiatives and organizations and the ability to interact successfully with senior level representatives and high level government officials of international and host country governmental and nongovernmental agencies, multilateral and bilateral organizations
    • Strong interpersonal skills and the ability to work cross-culturally with diverse teams
    • Ability to work in a fast-pace environment
    • Excellent analytical written and oral communication skills
    • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs
    • Willingness to travel approximately 30% of the time
    • Computer literacy in Word, Excel and PowerPoint
    • South African/Host Country Nationals or Third Country Nationals are eligible to apply
