    Social Solutions International seeks a qualified Health Information Systems (HIS) Specialist to work in Tanzania for a period of six months, with the possibility of an extension. The HIS Specialist should be eligible to receive a USG security or facility clearance.

    The HIS Specialist will collaborate with USAID staff members in Tanzania to map USAID’s work on health information systems across the health portfolio and provide recommendations for USAID’s strategic engagement to ensure a more cohesive and harmonized approach to improving information systems for decision making in the health sector.


    Broad responsibilities will include an extensive review of USG investments across a range of information systems. Some of these systems include specific health information systems that relate to service delivery, morbidity and mortality data for specific vertical disease programs- e.g.  HIV, Malaria, MCH etc. In addition, other systems will include data management system such as logistics management system (ELMIS); the human resource (HR) management system; planning and financial management system at the local councils’ level (PlanRep, EpiCor) etc.


    The review will build on previous assessments that have previously been conducted by USAID and Implementing partners, the Government of Tanzania (GoT) and other key donors. The HIS specialist will provide both advisory and deep technical acumen, including hands-on health information system/ information technology (HIS/IT) technical expertise, conduct results-oriented analysis, manage communications and close collaboration with a wide variety of stakeholders including GoT, USAID, and other USG agencies.


    The scope of work for this effort includes but is not limited to:

    • Conducting consultations with key teams at USAID and other USG agencies that support PEPFAR and PMI to define the opportunities and niche for USAID investment that complements the efforts across other agencies.
    • Ensuring a high level of communication and close working relationships with USAID Tanzania project teams, project implementers, and other key stakeholders operating in the information systems arena in Tanzania.
    • Understanding and mapping the unique Information Systems landscape in Tanzania, with a focus on USAID investments and contributions to data management systems across a range of technical areas
    • Reviewing achievements gained and defining the steps and actions to support a more harmonized and coordinated approach to the data management systems
    • Assessing progress made to date on the specific data interoperability activities, data systems development and determine the next steps for USAID in this arena
    • Providing technical input to systems integration and use of data management information systems and tools to facilitate data collection, management and use.
    • Participating in critical GoT forums and discussions on the Information Systems arena in Tanzania, to understand critical national and global initiatives e.g. Health Data Collaborative, Data Use Partnership, and developing recommendations that positions USAID’s unique contributions to this work.
    • Providing information systems technical assistance and capacity building to key Health Office staff for unique country systems requirements, systems analysis, design, specifications, and oversight of project management, development, implementation and evaluation. 
    • Serving as a key member of the GoT–led technical working groups and ad hoc digital health working groups- established in collaboration with the donor development groups.


    • Master’s degree or higher in public health, health informatics, computer science, management information systems or a related social science field is required.
    • Minimum of 7 years of experience in health information technology and public health IT standards and applications, including EMRs, laboratory information systems (LIS), (DHIS), Health Information Exchanges, and others.
    • Demonstrated understanding of the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business processes; and requiring complex reporting and communication at the agency and executive level) with minimal supervision is desired.
    • Understanding and experience with database management systems and related software
    • Proven experience with managing the development or sourcing of health information systems that are currently in use is desired.
    • Proven ability to oversee the design or modification of sophisticated computer applications to meet data collection and reporting requirements is desired.
    • Active user and proponent of Open Source solutions is required.
    • Proven ability to develop rapport and effective working relationships with USG, partner ministry, national and international working partners at all levels, local organizations, and other program partners is required.
    • Excellent written and oral skills required.
    • Ability to qualify and receive USG security or facility access clearance is required.
    • Tanzania national with unique understanding of the local context is required.
