    The United States Agency for International Development (USAID) has contracted through Social Solutions International to recruit and hire qualified individuals for the following position:

                     

    Title: 

    Health Systems Advisor

    United States Agency for International Development, Global Health/Office of Health Systems

    Salary: $81,548 - $106,012 (GS-12 equivalent)

     

    The Health Systems Advisor will work closely with Office of Health Systems (OHS) technical teams across the six health system functions, contributing to the cross-fertilization of knowledge and programming by actively applying systems thinking to his/her work.  S/he will provide technical guidance and support, as assigned, to country, regional and international stakeholders.  The Advisor will coordinate OHS data analytics and reporting activities, support OHS strategic communications efforts, and provide health systems technical assistance and support to USAID Missions and other operating units.

     

    The Advisor will be expected to support multiple activities and tasks simultaneously, and will need to work independently and efficiently to balance competing priorities and deadlines while producing high-quality deliverables.  The individual must develop a strong working knowledge of USAID technical strategies, priorities, policies, and guidelines as well as corporate practices and procedures related to the programming cycle.  S/he may coordinate and lead in developing office reporting documents and OHS contributions to Bureau and Agency reports.

     

    The Advisor must have excellent technical, teamwork, administrative, and communication skills.    To perform this job successfully, an individual must be able to perform each essential duty listed below satisfactorily.

    Responsibilities

    Health Systems Data Analysis and Visualization

     

    Lead the process for timely and accurate data collection, analysis, narrative preparation, and offices’ clearances for OHS inputs for annual reporting exercises, including the Global Health Bureau Portfolio Review, Operational Plan, Performance Plan and Report, Health Implementation Plan, and reports to Congress.

     

    Research, plan, analyze, and organize technical and/or statistical information and develop data for use in briefings, publications, and reports.

     

    Maintain databases and indicator tracking in coordination with the OHS Senior Monitoring and Evaluation Advisor to measure, evaluate, and document USAID’s results in HSS programs.

     

    Monitor the latest global thinking on universal health coverage (UHC), equity in health, and health financing and develop guidance for USAID programming. 

     

    Keep abreast of literature and latest developments in the fields of HSS and international development.

     

    Technical and Logistics Support for USAID Project Management:

    Participate in the development, review, and monitoring of assigned elements of project work plans affecting the performance of the health system or specific activities designed more directly to help achieve U.S. Government (USG) objectives in the areas of MCHN, ID, FP/RH, and HIV/AIDS.

    Monitor and report on implementation of OHS project activities.

     

    Provide technical monitoring and support to program implementing partners through headquarters and field visits.

     

    Assemble scopes of work, reports, funding analyses, and respond to requests and taskers in support of project functioning.

     

    Liaise with clients (such as USAID missions, regional bureaus, and health program teams) to help coordinate technical support provided through OHS projects.

    Global Health Country Team Support for USAID Missions

    Participate in USG technical teams to support health and broader foreign assistance programs in USAID countries as assigned.

    Provide technical support to health sector activities in select USAID countries by participating on country teams, reviewing strategies and annual reports, and helping to meet technical assistance needs.

    Technical Assistance to USAID Missions and Other Operating Units

    Provide technical advice and apply systems thinking across the functions of health finance; health governance; health information; human resources for health; medical products, vaccines and technologies; and service delivery.

     

    Work on program and activity designs that incorporate current evidence on systems thinking to improve performance of a country’s health system.

     

    Support global technical coordination in support of USAID priorities and initiatives in health system strengthening. 

     

    Participate in interagency and intra-agency working groups as assigned and as appropriate to the scope of work.

     

    Strategic Communications:

     

    Support strategic communications with technical guidance from the OHS Senior Communications Advisor.

     

    Support the Senior Communications Advisor with the development and implementation of a communications strategy that promotes the visibility and understanding of HSS to stakeholders.

     

    Ensure that communications work products are reviewed and cleared, as appropriate, by OHS technical staff, the Senior Communications Advisor, the OHS Director, and GH leadership.

     

    Provide technical HSS input into the development of written communications products, including website content, stories, talking points, briefing papers, and informational memos.

     

    Participate in meetings, conferences, workshops, and technical groups related to OHS’ strategic communication activities and interests.

     

    Work in coordination with the Senior Communications Advisor and Bureau for Legislative and Public Affairs (LPA) to provide information on HSS programs for Congressional and external audiences.

     

    Strategic Support and Analysis Team:

    Contribute technical expertise and insights to development and implementation of the learning agenda and work plan for the OHS Strategic Support and Analysis Team.

    Assists with special projects as requested.

    Other duties as assigned.

    Tasks are technically and administratively diverse, requiring flexibility, creativity, and judgment.

    Exchange of technical and project management –related information, synthesis and visualization of data, technical interactions with a broad range of stakeholders.

     

    Leadership Responsibilities and Reporting Relationships

     

    Has no authority or responsibility for the supervision of staff.

     

    Oversight and Direction

     

    Receives direction working from established policies and objectives

    Qualifications

    Master’s degree or higher in public health, health systems strengthening or a related social science field.

     

    1. Minimum five (5) years’ relevant experience or equivalent combination of education and experience in health systems with at least two years’ experience related to international or resource challenged settings.

    2. Experience applying systems thinking to global health programs.  Demonstrated understanding of public health issues in developing countries and key health systems functions. 

    3. Strong analytical and problem-solving skills.  Demonstrated skills in health data analysis including familiarity with statistical and data visualization tools.   Ability to apply strategic and analytical skills to develop, review, manage/or implement project designs, work plans, program budgets, and technical reports.

    4. Ability to effectively present information and respond to technical needs and questions from a broad range of program managers, clients, customers, international partners, other donors, interagency counterparts, and the general public.  Fluent English with an excellent ability to communicate, influence and convince verbally and in writing. 

    5. Strong interpersonal skills with the ability to build relationships with people of diverse professional, educational, and cultural backgrounds.  Excellent team work, networking, facilitation and negotiation skills. Proven ability to apply innovative approaches, work independently and apply new methods to solve problems.  Excellent organizational and management skills. Demonstrated ability to work effectively and flexibly on complex, simultaneous, evolving tasks and challenges. 

     

          Unique Job Requirements

     

    Ability to travel internationally up to 20% of the time.

    U.S. Citizenship or U.S. Permanent Residency required.

    Ability to obtain and maintain, at a minimum, a Facilities Access clearance
