    The Coordinating Implementation Research to Communicate Learning and Evidence (CIRCLE) Project, supports the USAID Health Research Program which seeks to advance implementation research approaches for maternal and child health.  CIRCLE supports and coordinates efforts across ​the program, including: stakeholder engagement and knowledge management to facilitate communication and collaborative learning; strategic planning; research translation; targeted technical assistance in implementation research; and other activities to advance research-to-use processes. Activities under CIRCLE span programmatic, technical, logistical and administrative support. Examples of specific tasks include: (1) convening and facilitating meetings; (2) mobilizing subject matter experts; (3) conducting or commissioning research, including landscape analyses on emerging health issues; (4) knowledge management to support dissemination and utilization of research findings; and (5) establishing communities of practice on implementation research and other specific areas.

     

    CIRCLE Project has an immediate opening for a Senior Implementation Research (IR) Advisor on a full-time basis.The work includes technical and Project management tasks.

    Responsibilities

    • Provide quality assurance and technical assistance in the area of Implementation Research for CIRCLE’s research activities including:
      1. Effects of the Zika outbreak on MCH  systems in Latin American and Caribbean countries
      2. Verbal and Social Autopsy Study of deaths in children under five years of age in Nigeria
      3. Developmental Evaluation of Tanzania’s Boresha Afya Project
    •  Provide and carry out assessments of:
      1. Use of KM products developed by CIRCLE
      2. Participation and utility of communities of practice
      3. Use of the Broad Agency Announcement process and co-design for the Health Research Program’s  health priorities - how are results sustained in programming?
    • Lead an IR technical advisory group for the CIRCLE team, calling in members to provide targeted support.
    • Develop Thought Leadership products for Implementation research with the CIRCLE Team.
    • Contribute to Project/Scope design including designing new IR scopes.
    • Help synthesize and  write programmatic reports on IR.
    • Project management as required.

    Qualifications

    • Minimum Master’s degree (PhD preferred) in Public Health or related field and 9+ years of relevant experience
    • Experience developing and carrying out implementation research  of international public health programs, preferably in maternal, newborn and child health (MNCH)
    • Experience using mixed methods and iterative, adaptive approaches
    • Experience developing Theories of Change and conceptual frameworks
    • Published or presented on implementation research
    • Experience in stakeholder engagement , research translation and knowledge management
    • Experience managing international health programs and/or implementation research activities, including developing work-plans and project budgets, managing project staff and consultants.
    • Knowledge of international public health issues surrounding MNCH
    • Knowledge of Implementation research frameworks
    • Ability to engage stakeholders
    • Excellent communication and presentation skills
    • Ability to Travel approximately 15% of the time
    • Prefer proficiency in French or Spanish
