  • Overview

    Under the direction of the Senior Vice President of Operations, the Vice President of International Operations is responsible for the overall operational performance of Social Solutions international business units across many countries and regions. The VP will manage operational teams making vital decisions on the necessity and proportionality of communications’ data requests from government and public authorities and will develop a thorough understanding of the relevant legislation and policy. The VP will provide direction and coaching to individuals who lead the various international project within the organization and set in motion plans in coordination with the vision and strategy of the Company.

    Responsibilities

     Corporate Operations:

    • Plan and oversee operations of the international division and work closely with the executive team and SVP of Operations on short- term objectives and long-term strategies.
    • Develop new initiatives to support the strategic direction of international goals.
    • Work cross functionally with all functions of the organization including business development, operations, finance, human resources and executive management.

    Regional Operations:

    • Direct, coordinate and develop all operational aspects of the regional lines of business.
      • Ensure that program activities operate within the policies and procedures of the organization and regional requirements.
      • Ensure that program activities comply with all relevant local and international legislation and professional standards.
      • Oversee and develop forms and records to document program activities.
      • Oversee the collection and maintenance of records of the program for statistical purposes according to the confidentiality/privacy policy of the organization.
    • Coordinate the work of cross functional teams to ensure high quality operational implementation.
    • Establish the performance goals, allocate resources and assess policies and operating procedures for all locations.
    • Oversee the opening or closing of offices and the associated operational aspects with minimal disruption to operations.

    Financial and Budgetary Goals:

    • Develop an annual budget and operating plan to support all international programs.
    • Direct regional operations to meet budget and other financial goals.
    • Develop operational budget and allocate and manage - infrastructure, technology, equipment, systems or other asset expenditures.
    • Work closely with SVP of Finance in financial strategies and execution of Social Solutions’ goals.

    Business Development:

    • Identify new business development opportunities in the market and develop strategies to grow the market.
    • Evaluate and assess international markets and identify strategic partnerships.
    • Develop partnership models and target partner opportunities.
    • Understand and drive business metrics and performance measurements to ensure effectiveness, high performance and compliance within the market.

    Development and Execution of Policies and Procedures:

    • Develop, establish and direct execution of operating policies to support overall company policies and objectives.
    • Manage and drive significant change programs, establish processes and procedures in light of such change(s).
    • Work within relevant legislation and USAID policies.
    • Support the development of, and adherence, to country and contract specific policies.

    Management and Leadership:

    • Manage large operational teams in complex and/or sensitive environments.
    • Lead, develop and direct a team of professionals and managers.

    Reporting and Assessments:

    • Develop a program evaluation framework to assess the strengths of international programs and to identify areas for improvement.
    • Provide timely, accurate reports on the operating condition of the division.
    • Provide regular executive and employee communications.

    Staffing and Human Resources:

    • Support the recruitment, and selection of well-qualified program staff.
    • In collaboration with human resources, implement the human resources policies, procedures and practices of all local offices.
    • Ensure that personnel files for the program are properly maintained and kept confidential.
    • Establish and implement a performance management process for all program staff.

    All other job duties as assigned.

    Qualifications

    • Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience.
    • At least Masters level educational qualification or equivalent.
    • At least 7 years’ executive level employment experience in development sector.
    • Previous working experience with international development and government agencies particularly with USAID (DHHS, DOD, DOS, etc. or others).
    • Exceptional integrity, communication, leadership, team building and interpersonal skills.
    • Excellent computer and analytical skills and up-to-date with technological developments in the development sector.
    • Ability to work under pressure, timelines and in a challenging environment.
    • Project Management experience ( Min 5 years managing USAID contracts).
    • Fluency in English, additional language skills preferred.

    This position is highly independent and requires constant email availability and phone contact throughout the day. It requires ability to travel locally to meetings. Work will be conducted in the Social Solutions’ Rockville, MD office. Position is full time and may require additional hours including weekend hours when deadlines loom.
