    The United States Agency for International Development (USAID) has contracted through Social Solutions International to recruit and hire qualified individuals for the following position:

                     

    Title: 

    Program Assistant-PIBM

    United States Agency for International Development/Bureau for Global Health/Office of Policy, Programs and Planning/Program Implementation and Budget Management Division (GH/P3/PIBM)

     

    Salary Range: $45,972 – $59,762 (GS-7 equivalent)

    GENERAL DESCRIPTION

    The Program Assistant provides direct support to PIBM, performing a variety of both routine and complex administrative and analytical duties.  These duties range from administrative tasks such as scheduling briefings and meetings and maintaining program files, to more complex analytical tasks such as collecting, compiling, and analyzing data for various program documents, designing and maintaining spreadsheets in support of information tracking systems, and facilitating correspondence between the Bureau for Global Health and other bureaus and offices within the Agency.  The Program Assistant ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously.  The individual must develop a working knowledge of USAID policies and guidelines as well as corporate practices and procedures.  This position has potential for professional development and training.  To perform this job successfully, an individual must be able to perform each essential duty listed satisfactorily.

     

    BACKGROUND:   Bureau for Global Health, PROGRAM IMPLEMENTATION AND BUDGET MANAGEMENT DIVISION

    PIBM, through P3, serves as the principal advisor to the Assistant Administrator (AA/GH) on broad technical and operational matters relating to Global Health budget implementation and management.  It provides leadership on the implementation, commitment, and obligation of funds; and coordination and evaluation of GH budget-related activities.  The Office also oversees and manages multiple Bureau-wide administrative programs such as:  conference monitoring and reporting, audit management, Agency-wide directive edits and implementation, and redaction of public records.

    Responsibilities

    • Facilitates correspondence between the Bureau for Global Health and other bureaus and offices in the Agency, ensuring that all documentation and correspondence meet deadlines, are complete, and are in compliance with USAID rules, regulations, and standards.
    • Supports the Division Chief of PIBM with coordination of meeting requests, preparation and follow up.
    • Participates in relevant technical and managerial meetings for the purpose of assisting in management duties.
    • Analyzes, organizes, and formats technical information for use in briefings, presentations, publications and correspondence, ensuring consistency with USAID standards. Analyzes and edits program communications such as memoranda, and letters that seek approval or request information relative to program matters.
    • Collects and makes arrangements for distribution of material within the Division, the Office, and the Bureau.
    • Maintains and provides assistance with administrative, information, and correspondence tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems.
    • Manages a Bureau-wide conference management system and all related correspondence.
    • Ensures that schedules and deadlines are met.
    • Maintains correspondence and program files.

    Qualifications

    The requirements listed below are representative of the knowledge, skill, and/or ability required:

    • The position requires an Associate’s degree and 3+ years’ of relevant professional office experience or equivalent combination of education and experience.
    • Proficiency in the use of Google and the Microsoft Office Suite is necessary; experience in the use of data base applications is recommended.
    • Candidates must have a strong interest in organizational management.
    • Candidates must be willing to work full-time.
    • At a minimum, a Facilities Access clearance is required and must be obtained.

    • The candidate must possess strong oral communications skills and the ability to read, analyze, and interpret general business periodicals.
    • The candidate must possess strong written communications skills with a keen attention to grammatical detail.

    • The candidate must be able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public is required.

     

    REQUIRED MATHEMATICAL SKILLS

    The requirements listed below are representative of the knowledge, skill, and/or ability required:

    • The ability to work with mathematical concepts such as probability and statistical inference, as well as the ability to apply concepts such as fractions, percentages, ratios, and proportions to reports and financial tracking systems is required.
    • The candidate must possess the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

    • The candidate must be able to apply a common-sense understanding to carry out instructions furnished in written, oral, or diagram form.
