    Social Solutions is seeking an Employee Relations Manager – Classification.  The successful candidate shall perform pre-award and post-award activities such as: analyzing requirements, market research, recommending revisions to statements of work/specifications, assist with determining the appropriate type of contract, procurement planning, developing solicitations, documenting contract actions including negotiation memoranda, determination and findings, and justifications and approvals, conducting post-award activities. Responsible for checking prices, responsible for PO Entry, ensure compliance with current contracts and act on discrepancies.


    The successful candidate will directly supervise staff and liaise with USAID personnel on a daily basis. He/she will be the first point of contact for Social Solutions employees embedded on the client site. The Employee Relations Manager – Contract Specialist will assist with the successful delivery of all aspects of the program to include the facilitation and implementation of appropriate technical tools, systems, guidelines, and policies/procedures to ensure quality, value, technical excellence, contractual compliance, and client satisfaction.


    • Provide regular functional oversight and supervision of contract staff
    • Coordinate recruitment and hiring with HR, USAID, and Program Management Office as required
    • Manage contract staff performance evaluations (90 day and annual)
    • Provide management support of contract support staff, ensuring that roles and responsibilities are clearly defined, performed in a timely fashion, and meet established quality and performance standards
    • Ensure staff timesheets are properly documented, approved, and processed
    • Liaise with HR on personnel issues
    • Resolve conflicting demands for contractor support service
    • Provide guidance and direction concerning the resolution of employee issues and concerns
    • Ensure availability of orientation and training sessions as necessary for support staff
    • Implement and articulate policies, purposes, and goals of corporate and/or USAID for contractor support staff
    • Act as liaison for the client with special projects
    • Provide regular interface with USAID GHSI points of contact (POC), including recruitment updates, staffing needs, and inputs on interview structures and candidates for positions
    • Update support management team on USAID/GH policies as they are sent out
    • Contribute to the creation of contract standard operating procedures and policies
    • Support recruitment process by assisting in the coordination of and taking part in interviews
    • Coordinate with recruitment team to onboard new staff
    • Review and approve (travel) expense reports
    • Review and approve staff related invoices
    • Provide weekly updates to the corporate office
    • Guide employees through various contract standard operating procedures and policies
    • Review, evaluate, draft and negotiate various types of sales related documents (i.e., Purchase Orders, RFQs, RFPs, NDAs etc.) for compliance with corporate and divisional policies and procedures
    • Familiar with GSA strategy, responsible for management of GSA material offerings (new products, retired products, promotional bundles), implementing processes to ensure compliance, price management (reductions, increases, floor price), IFF reporting process and contract administration.
    • Skilled in master data management to include an understanding of databases such as SFDC, CPQ, SAP, Winshuttle and GSAdvantage.
    • Administration of government-public contracts at the federal, state and local levels. Including review / approval process for entering into new contracts, contract negotiation, reporting, fee payment and compliance.
    • Possess a working knowledge of the legal, financial, regulatory and business risk in sales order, contract and subcontract terms and conditions and must be able to communicate these exposures effectively and efficiently to company decision makers, when necessary.
    • Should understand the basics of commercial sales such as pricing, delivery, warranty and payment terms, as well as legal terms with regard to liability issues, including indemnification, insurance and limitation of liability.
    • Apply risk profile/assessment matrix across product families using corporate guidelines and escalate agreements as required.
    • Resolve and finalize agreement terms directly with customer personnel and attorneys.
    • Understanding of revenue recognition, contracts/production holds and book and ship activities.
    • Must be able to propose alternative contract terms acceptable to the company when customer and company terms and conditions differ.
    • Interface with various groups like sales, order management, legal, finance, etc. and across the entire organization
    • Maintain centralized contract files and a centralized database of reviewed and negotiated agreements and bids.
    • Other duties as assigned.


    • Bachelor's Degree in Human Resources, International Development, legal, or related field with 5 plus years of relevant experience  or a Master’s degree with 3 plus years of equivalent experience;
    • Minimum 3+ years’ experience in government contracting and contracts negotiation
    • Experience managing procurement and implementation of USAID Contracts.
    • Good judgment in balancing business and commercial needs and potential risks/exposures with customer requests.
    • Detail oriented with a high degree of integrity, intensity and involvement
    • Demonstrated ability to work within tight schedules and under pressure, both independently and as part of a team. Strong interpersonal skills with a collaborative / integrative style of working to reach common goals and objectives
    • Must be flexible and receptive to change in the workplace
    • Good communication skills both written and oral
    • Proficient with Microsoft Office, Google Suite, and familiar with SAP
    • Ability to obtain and maintain a Facility Access/Secret Security Clearance is required
