Overview of the Position

Social Solutions is seeking a GIS Advisor for the anticipated USAID-funded Monitoring, Evaluation, and Learning (Nepal MEL) Activity in Nepal. The Nepal MEL Activity will support the USAID/Nepal Mission and is expected to focus on the provision of technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of the Mission’s portfolios, in order to improve the achievement and sustainability of USAID’s development outcomes.

 

This mechanism will provide the Mission with a set of performance and impact evaluations for varied activities which contribute to the Nepal Country Development Cooperation Strategies (CDCS), thematic regional assessments and studies, and learning activities that have supported Mission programming. This position will be full-time and based in Nepal.

Responsibilities

  • Assess and review the status of the GIS capacities of the Mission and implementing partners (IPs), including a review of the products and analyses done.
  • Develop the necessary GIS standards and templates for the Mission and IPs in order to standardize GIS-related deliverables and data submission.
  • Implement GIS best practices in areas such as geospatial metadata standards, workflows, and data-sharing protocols.
  • Using visualization tools, assist USAID subject matter experts with spatial analytical thinking for improved planning, monitoring, evaluation, learning, and reporting of programs.
  • Assist USAID/Nepal in planning and collection of all GIS-related data elements of monitoring, evaluation, and learning, e.g., surveys, evaluations, and baseline collections, as well as in the preparation of the corresponding maps, as required.
  • Collect geographic location coordinate data from USAID implementing partners and conduct onsite visits to complement available data.
  • Prepare clear visualizations showing the results of data analysis to USAID and relevant

stakeholders, using various formats as appropriate (paper, web-based, GEO PDF, story maps, etc.).

  • Define and apply a production workflow to streamline data management from collection to cartographic output. When relevant, collect, clean, and process the data from disparate sources and format for reporting on ad-hoc GIS-related requests.
  • Collaborate with the geospatial community both locally and internationally and build working-level contacts with international and bilateral donor organizations responsible for the coordination of donor assistance.

Qualifications

  • University Degree in a related field required; advanced degree preferred.
  • Experience with GIS/information systems required.
  • Minimum of 5 years’ project implementation experience with USAID or other development donors.
  • Fluent oral and written communication skills in English; strong oral and written communication in Nepali strongly preferred.
  • Knowledge of development issues in Nepal/Southeast Asia region.
  • Ability and willingness to travel throughout Nepal and the region.
