Overview of the Position

The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:


Title: Program Assistant

Location: Washington, DC

Salary Range: GS- 7 equivalent


The Program Assistant provides support to the Bureau for Global Health’s (GH) Front Office (FO) and the Office of Policy, Programs & Planning (P3) under the direction of the Senior Policy Advisor. The Program Assistant will perform a variety of both complex and routine administrative and analytical duties. These duties range from administrative tasks such as scheduling briefings and meetings, and managing program filing systems, to more complex analytical tasks such as compiling, synthesizing, and analyzing data related to various USG and Agency policies, including Protecting Life in Global Health Assistance (PLGHA). The Program Assistant will work as a member of the Global Health Bureau’s compliance team handling policy requirements, and liaise with multiple offices within the Global Health Bureau (the Office of Population & Reproductive Health, Office of Health Systems, Infectious Diseases, and Maternal, Child Health and Nutrition), the Office of General Counsel and Regional Bureaus. The Program Assistant prioritizes tasks in order of importance and impending deadlines, handles several tasks simultaneously, works in multiple teams, and seeks guidance when needed. The individual must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with global health technical issues and policies.



Program Monitoring, Analysis & Implementation:

  • Coordinate and assist in developing, monitoring, analyzing, and implementing programmatic technical and compliance tools.
  • Support the development and implementation of policy compliance tools to increase the understanding of and strengthen capacity to monitor compliance with U.S. legislative and policy requirements within USAID programs.
  • Support USAID/Washington, USAID/Missions, and implementing partners through document review, virtual and in-person trainings, and ongoing technical assistance in compliance with U.S. legislative and policy requirements.
  • Support the collection and analysis of data from USAID/Missions and implementing partners to develop and inform USAID leadership on the status of compliance with U.S. legislative and policy requirements, including PLGHA.

Backstop & Field Support:

  • Coordinate and support routine and ad hoc technical assistance to USAID/Missions.
  • Serve as a backstop point of contact and a resource on U.S. legislative and policy requirements, including PLGHA.
  • Facilitate communication between USAID/Washington and the field, including annual compliance calls in coordination with other relevant offices.
  • Assist to develop, maintain, deliver, and coordinate in-person trainings to USAID/Washington, USAID/Missions, and implementing partners on compliance with U.S. legislative and policy requirements.
  • Draft written communications including policy inquiries responses, briefers, talking points, etc.; as needed/requested by USAID/Missions.
  • Support in-country technical assistance as needed.

Knowledge Management & External Communications:

  • Assist in developing and maintaining knowledge management systems and tools, and provide communication support
  • Develop and maintain electronic and paper filing systems, including shared and google drives.
  • Responsible for organizing results from routine and ad hoc data calls to facilitate easy access across GH offices.
  • Lead efforts to increase availability of resources, tools and information through both intra and internet sites.
  • Support the development of external communications, including responses to policy inquiries.
  • Monitor daily media, raising policy-related stories as necessary.

Reporting & Document Support:

  • Coordinate and assist in development of program reports and documents.
  • Support the development of written communications including waivers, authorization documents, action memos, congressional notifications, and training presentations.
  • Support the coordination of and response to Freedom of Information Act requests.
  • Support the development of briefers and talking points for USAID/Washington, including the GH Front Office, on policy updates or developments.
  • Prepares correspondence, report components, and other policy-related documents; and provides support in coordinating finalization and clearance of these policy-related documents.

Administrative Support:

  • Provide administrative support within assigned offices.
  • Schedules regular and ad hoc meetings, including reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, setting up equipment and assembling background and informational materials.
  • Assist in conference and event planning and logistical support.

Other duties as assigned.


Qualification at the GS-7 equivalent Program Assistant level requires a bachelor’s degree and 1 year of relevant experience or an equivalent combination of education and experience.
