Overview of the Position

Social Solutions is seeking to fill several Chief of Party positions for anticipated Monitoring, Evaluation, and Learning (MEL) activities in Africa (East and West), Central Asia, South Asia and the Pacific. The activities are expected to focus on the provision of technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of Mission portfolios, to improve the impact and sustainability of the client’s development outcomes.


The Chief of Party will provide leadership, management, and technical direction for the activity. S/he will ensure high-quality program deliverables; superior management of program staff and resources; and effective communication with the client, partners, and external stakeholders.


  • Provide vision and overall leadership on the activity, including but not limited to program planning, technical execution, financial management, and operations;
  • Manage staff and subcontractors to ensure the timely provision of responsive, high-quality project deliverables;
  • Oversee technical elements of the activity, including but not limited to the design and implementation of learning agendas; development of evaluation tools and methodologies; report generation; CLA activities; and training and capacity-building activities; and
  • Lead coordination and consultations with implementing partners, key stakeholders and audiences as required.


  • A master’s degree in international development, social sciences or a related field;
  • Minimum 10 years of demonstrated experience managing complex projects with one or more of the following technical components: research design and data collection; collaborating, learning and adapting (CLA); knowledge management; monitoring and evaluation; and capacity building of local partner organizations;
  • Progressive experience in providing strategic technical expertise on learning and evaluation to donors, governments, or the private sector;
  • Excellent team leadership, representational, management, and communication skills;
  • Prior experience managing USAID programs preferred;
  • English language fluency is required; working knowledge of a second language is a plus
