Overview of the Position

Social Solutions International Inc. is seeking an experienced locally-based individual to serve as Regional Fund Manager Assistant for the Micronesia region to support the United States Agency for International Development (USAID) Pacific Islands in improving the quality of life in Pacific Island Countries by supporting COVID-19 response and recovery, increasing climate change and disaster resilience, facilitating sustainable market-driven economic growth, extending access to quality health care and education, supporting sustainable natural resources management, and advancing democratic governance.


The Pacific American Fund (the Fund) is a grant making facility being managed and implemented by Social Solutions under contract with USAID. The Fund provides and monitors grants to civil society organizations (CSOs) and other eligible entities that supports inclusive, resilient, and sustainable growth. Administration of the Pacific American Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The Pacific American Fund team also provides organizational capacity-building to local sub-grantees to ensure proper stewardship of USG funding and improved organizational and financial management of local partners. The Regional Fund Manager Assistant supports the execution of grant-making and grant management tasks for Micronesia region.


  • Grant-making and management, the primary function of the Pacific American Fund
  • Supporting the communications and outreach objectives including outreach to CSOs and other key stakeholders and marketing of the Pacific-American Fund
  • Supporting the Grants Manager and program technical staff in preparing Grant Agreements for USAID award including confirming eligibility; and participating in pre-award surveys and the grant negotiation process
  • Work with Regional Fund Managers and the program technical staff to provide significant capacity development support to grant recipients to facilitate grant management and implementation. This includes providing guidance on USAID regulations; the establishment of administrative, management, and operations systems; communications and outreach; monitoring and evaluation (M&E); and other needs as determined
  • Monitoring sub-grant implementation including tracking of deliverables; implementation of M&E plans and achievement of indicator targets; and implementation of Environmental Impact Monitoring and Management plans
  • Reviewing the technical quality of projects by conducting site visits to project locations and providing technical assistance on program implementation, monitoring progress and evaluating performance, reviewing and analyzing results, and recommending changes in implementation
  • Providing support to the Strategic Communications Manager to coordinate broader outreach to CSOs and other stakeholders throughout the assigned region to raise awareness of the project, and disseminate success stories
  • Providing overall routine and ad hoc administrative and programmatic support, maintaining databases and ensuring the project SharePoint site is organized and up to date
  • Facilitating USG official engagement including coordination of meetings, organization of site visits and events; provision of briefings, and other support as needed


  • A Bachelor’s degree or higher in public administration, international relations, or other relevant field
  • At least 3 years of grants and financial management experience
  • Experience working on an aid-funded project, preferably USAID, would be an advantage
  • Demonstrated ability to provide outreach to civil society organizations, particularly in the areas of training, support and/or capacity building
  • Experience implementing projects related to Climate Change Adaptation and Disaster Resilience; Governance; Economic Development; Health Care and Education or other USAID technical areas
  • Experience working with communities at the grass-roots level
  • Demonstrated experience working within Pacific Island countries
  • Significant experience in managing and executing grants or projects including planning; budgeting; allocating resources; developing and meeting targets; and mobilizing and leading teams
  • Demonstrated experience in procurement and effective grant-making and grant management (managing grants for results)
  • Good interpersonal/diplomatic skills and cultural/political sensitivity
  • Strong English writing and communication skills
  • Knowledge of the local language(s) is an advantage
