Overview of the Position

We are hiring a part-time Monitoring, Evaluation, & Learning (MEL) and Gender Manager for a 5-year USAID-funded project in the Pacific Islands. The MEL Manager will be responsible for design, implementation, and evaluation of all aspects of MEL. The MEL Manager will report to the project’s Chief of Party and work in collaboration with other Social Solutions MEL-focused personnel.

Responsibilities

  • Make operational decisions and manage the various components of the program dealing with MEL;
  • Manage data collection, analysis, and reporting on performance indicators;
  • Develop and implement the Monitoring and Evaluation (LEP) Plan and the associated Quality Assurance Surveillance Plan (QASP);
  • Develop and implement a learning agenda;
  • Lead writing of annual and quarterly technical performance reports; and
  • Utilize critical inputs, feedback, and assessments to inform changes in program approaches.

Qualifications

  • A bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • At least 7-10 years of experience in designing, managing, and implementing results-based MEL activities;
  • Experience analyzing quantitative and qualitative performance data;
  • Familiarity in working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation;
  • Experience developing gender strategies and ensuring integration of gender in programming strongly preferred;
  • Experience working in the Pacific Islands strongly preferred;
  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel.
