Overview of the Position

We are hiring a Monitoring, Evaluation, & Learning (MEL) Manager to be part of a dynamic team of professionals implementing the 5-year Pacific American Fund project working across 12 Pacific Islands and funded by the United States Agency for International Development (USAID). The MEL Manager will be responsible for design, management, and implementation of all aspects of program’s MEL plan and systems and also provide oversight, support, and capacity building for the MEL plans and systems of Pacific American Fund grant recipients. The MEL Manager will report to the project’s Chief of Party and work in collaboration with other Social Solutions MEL-focused staff.

The Pacific American Fund is a grant-making facility being managed and implemented by Social Solutions under contract with USAID. The Fund provides and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Administration of the Pacific American Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The Pacific American Fund team provides organizational capacity-building to local sub-grantees to ensure proper stewardship of USG funding and improved organizational and financial management of local partners.

 

Preferred location is Fiji but other locations in the region may be considered.

Responsibilities

The primary responsibilities of the MEL Manager include:

  • Take a leadership role and make operational decisions in developing and managing the Pacific American Fund’s MEL structure, processes, and systems;
  • Develop, implement, and update, as required, the Pacific American Fund MEL Plan, including development and application of the project logical framework and quantitative and qualitative performance indicators;
  • Develop MEL templates and guidelines for use by grant applicants and recipients;
  • Evaluate and propose improvements to proposed MEL Plans of grant applicants;
  • Oversee, track performance of, and build capacity of successful grant recipients in developing, managing, and reporting through their own MEL plans and systems, and feed those MEL inputs directly into the overarching MEL systems of the Pacific American Fund;
  • Manage data collection, analysis, and reporting on all Pacific American Fund performance indicators;
  • Develop and implement a learning agenda and supporting knowledge sharing across grant recipient organizations;
  • Lead the preparation and writing of quarterly and annual technical performance reports for the Pacific American Fund project; and
  • Utilize critical inputs, feedback, and assessments to inform changes in and improvements to program approaches.

Qualifications

  • Bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field (Master's degree is an added strength);
  • At least 7-10 years of experience in designing, managing, and implementing results-based MEL plans and systems, preferably for relatively complex projects;
  • Experience analyzing quantitative and qualitative performance data;
  • Familiarity in working with an international development organization and knowledge of reporting procedures, best practices, guidelines, and tools for monitoring and evaluation;
  • Experience supporting gender planning and integration in programming is an added strength;
  • Experience working in the Pacific Islands strongly preferred;
  • Relevant computer software skills with proficiency in Excel; and
  • Excellent written and verbal communication skills.
