Overview of the Position

We are hiring a Travel Manager for an anticipated USAID staff augmentation contract.


The Travel Manager will be directly responsible for the overall administration, management and coordination of travel while maintaining a high degree of customer service. Ranking tasks in order of importance and impending deadlines, the Travel Manager monitors the flow of travel documents, ensures the timely issuance and processing of Travel Authorizations, Travel Approvals, Travel Advances, Travel Vouchers/Expense Reports, Airline tickets, and other travel related services. The person in this role is also responsible for generating reports detailing travel performed by direct and non-direct hire staff in the Bureau. The Travel Manager must develop a working knowledge of USAID travel policies and guidelines in addition to the FTR, FAM, ADS 522, and other applicable guidance and serve as the primary contact with travelers on travel service issues, and develop solutions to maintain customer satisfaction.


  • Directly supervise employees on the Travel Team.
  • Manage employee performance evaluations; ensure timesheets are properly documented, approved, and processed; and provide guidance and direction concerning the resolution of employee issues and concerns.
  • Develop standard operating procedures to execute routine tasks and ensure quality output and uniformity is performed throughout the team.
  • Input and maintain accurate traveler information in travel database system.
  • Assist Direct Hire, Direct Hire Equivalent, and Personal Service Contract staff with the preparation of documentation (itineraries, country clearances and required approval memos) in support of domestic and international travel requests.
  • Oversee the preparation of travel authorizations in the Agency’s travel system for Direct Hire, Direct Hire Equivalent, and Personal Service Contract staff, traveling on temporary duty assignments within the United States and overseas.
  • Oversee the preparation of travel vouchers for Direct Hire, Direct Hire Equivalent, and Personal Service Contract staff. Monitor processing via the Agency travel system to ensure timely payment.
  • Work closely with the E2 helpdesk to setup approval routings and E2 accounts. Ensure E2 accounts are in the right location and are being routed to the appropriate supervisor officials.
  • Troubleshoot traveler’s issues and appropriately escalate issues to proper management official as needed.
  • Other duties as assigned.


  • Master’s degree and at least 5 years of relevant experience or equivalent combination of education and experience.
  • Strong knowledge of government travel policies, procedures, regulations required. Experience using E2 Solutions travel software a plus.
  • Demonstrated attention to detail, flexibility, reliability, resourcefulness, and creative problem-solving skills.

  • Exceptional ability to work independently as well as with all levels of management and staff.

  • Ability to relate and maintain calm in high stress situations.

  • Experience making independent decisions following standard policies and procedures.

  • Ability to handle multiple tasks requiring a high degree of attention to detail with changing levels of priority.

  • Diplomatic, with the ability to exercise proper discretion and judgement.

  • Knowledge of USAID regulations and experience with visa procurement strongly preferred.
