Social Solutions International Inc. is seeking a seasoned professional to serve as Grants Manager. This is a senior-level international or local hire position with a significant management and leadership role in implementing the Pacific American Fund. The Pacific American Fund a $35 million 5-year regional grantmaking facility funded by the United States Agency for International Development (USAID) and operating across 12 Pacific Island countries. The Grants Manager will be coordinating and overseeing the grantmaking facility and grantee capacity building activity areas of the Pacific American Fund including a team of 5-6 grants management staff plus external consultants. The Grants Manager will report to the Chief of Party.

 

The Pacific American Fund provides and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Social Solutions is implementing the Pacific American Fund under direct contract with USAID. Administration of the Pacific American Fund grantmaking facility entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The Pacific American Fund team provides organizational capacity-building to local sub-grantees to ensure proper stewardship of USG funding and improved organizational and financial management of local partners.

 

The position is located in Suva, Fiji, although other locations in the Pacific region may be considered pending approval by USAID.

Responsibilities

  • Serving in a leadership (key personnel) role within the Pacific American Fund operational team;
  • Overseeing the Pacific American Fund’s Grants Management team operating across the Pacific Island countries including the work and deliverables of technical consultants;
  • Successful performance of the Pacific American Fund grantmaking facility, with responsibilities ranging from establishing grantmaking policies and procedures to soliciting, awarding, and managing grants, including capacity building support to grant recipients; and
  • Effectively coordinating and engaging with all Pacific American Fund team members, grant applicants and grant recipients, USAID, and other key partners;
  • Ensuring effective grant management and performance monitoring grantees.

Qualifications

  • At least 15 years of proven experience in administering a similar grants program with deep expertise in finance, accounting, auditing, economics, business, or closely related field;
  • A graduate degree at minimum in a relevant field (development, finance, accounting, auditing, economics, business, or closely related field);
  • Intimate understanding of a variety of funding agencies and US government regulations and procedures, namely direct experience applying USAID regulations and procedures in grantmaking and the grantmaking process, including issuing grant solicitations, conducting pre-award assessments, awarding grants, managing grants, and providing capacity building to grantees;
  • Extensive understanding of regulations and procedures encompassing USAID contracting and subcontracting would be an added strength;
  • Development and community engagement experience as well as capacity building abilities and in-depth understanding of local CSOs and NGOs;
  • Diplomatic skills and cultural and political sensitivities;
  • Strong experience with performance management and measurement systems;
  • Direct experience working in the Pacific region would be an added strength; and
  • Exceptional written and verbal communications skills in English; knowledge of a local Pacific language would be an added strength.
