Overview of the Position

The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:

 

Title: Protocol Advisor

Location: Washington, DC

Salary Range: GS-13 equivalent

 

The Bureau for Legislative and Public Affairs (LPA) is responsible for managing and coordinating the Agency's external affairs. LPA serves as USAID’s central point of contact with Congress, the media, interested stakeholders from the international development community, and the American people regarding the Agency’s international development programs and policies. In exercising this leadership role, LPA works closely with the Agency’s Bureaus and Independent Offices, as well as its Federal Advisory Committees.

 

LPA coordinates USAID’s outreach and information programs across the various sectors of American society including the media, non-governmental (NGO) and private voluntary organizations, international development companies, think tanks, universities, the private sector, and diaspora communities. In short, LPA serves as the liaison between the Agency and the American people, and supports USAID communications and outreach activities in more than 100 countries around the world.

 

The Protocol Advisor will provide support to the Director of Protocol and execute duties and responsibilities as related to support for protocol, diplomatic outreach and special events.

 

 

Responsibilities

The duties of the Protocol Advisor include:

  • Provide event production and protocol support services for important Agency events;
  • Provide protocol and logistics coordination support for high-level visits to USAID; high- level signing ceremonies; swearing-in ceremonies; official entertaining functions; memorials; internal and external outreach events;
  • Provide counsel and support on-stage design, logistics, and flag etiquette;
  • Provide protocol and event training to the agency’s Protocol & Events Group;
  • Maintain and updates protocol & events manuals for all agency events and visits;
  • Manage agency guest book and coordinate display of gifts received;
  • Produce seating charts, place cards and tent cards for high-level events and visits;
  • Support coordination of venues and vendors for Agency events;
  • Coordinate venues and vendors as directed;
  • Support budget preparation in support of major Agency events;
  • Produce scene setters and pocket cards for event principals;
  • Serve as custodian of all protocol and production items including ceremonial flags, pens, folders and other appropriate branded items;
  • Coordinate with the Office of Security and Front Office for high-level meetings and visitors; and
  • Travel domestically and internationally to support USAID events as directed and approved.

Qualifications

Qualification at the GS-13 equivalent Protocol Advisor level requires a Master's degree in a related field and a minimum of 7 years of relevant experience, or equivalent combination of education and experience. Alternately, an individual may qualify at the  GS-13 equivalent Protocol Advisor level with a with a Bachelor's degree and a minimum of 9 years of relevant experience.

 

Other qualifications include:

  • Experience managing V.I.P. visits, ceremonies, meetings, and special events;
  • Diplomacy skills working with principals, dignitaries, celebrities, and invited guests;
  • Excellent communications and customer service skills;
  • Ability to multi-task and ensure management of simultaneous events;
  • Experience working with event planning and production teams for large-scale events; and
  • Applicants selected will be subject to a background investigation and must obtain and maintain a favorable adjudication as applicable to their position/duties.
