Overview of the Position

This position is in USAID’s Bureau for Development, Democracy, and Innovation, in the Innovation, Technology and Research (ITR) Hub, which leads USAID in experimentation and innovation to transform development. The ITR Hub takes smart risks to test new ideas and partner with others to scale impact, bringing together diverse partners to transform how we save lives, reduce poverty, strengthen democratic governance, and help people progress beyond assistance. Working collaboratively with the Agency and external partners, ITR's mission is two-fold:

To produce breakthrough development innovations by sourcing, testing, and scaling proven solutions that impact millions of people.

To transform development by opening it to people everywhere with good ideas, promoting new and deepening existing partnerships, bringing data and evidence to bear, and harnessing scientific and technological advances.


The incumbent provides assistance to one or more Center work streams in the areas of research, analysis, reporting, programming, policy, planning, and/or internal program operations. The incumbent serves as a point of contact for internal and external stakeholders, resolving inquiries and coordinating with others where appropriate. The incumbent will work with implementing partners as part of a team under the guidance of team lead, A/CORs and Senior Activity Managers, where appropriate, to build internal and external relationships and monitor and support progress toward completion of programmatic goals. The incumbent supports various components of programs and team which may involve the selection process, grant management, M&E, and engagement. They do due diligence innovators and support a portfolio of nonprofits, businesses, and academic organizations to help maximize their success.


  • Supports grants and contracts for the organization; Keep abreast of new developments and emerging issues by attending meetings, workshops, and conferences.
  • In collaboration with supervisors and/or senior program staff, plans and implements events and technical convenings from design through evaluation.
  • Provides assistance to technical staff and recipient organizations to ensure that financial and technical reports are prepared and submitted as required.
  • Assists technical staff in the preparation of various program documents and correspondence such as; memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests, ensuring that all documentation is complete and
  • in compliance with rules, regulations, and standards.
  • Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports.
  • Prepares program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters.
  • Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, reports and documents, and technical staff and ensures that schedules and deadlines are met.
  • Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.
  • Maintains/or provides assistance with administrative and financial tracking systems and assists in the design and maintenance of spreadsheets and databases to support these systems; and performs other duties as assigned.
  • Responsible for communication outreach including promoting program activities.
  • Tracks program activities and progress through logistics management and administration.
  • Oversees and manages activities to include timelines, reporting, modifications, invoices and compliance.
  • Maintains liaison and communication with persons and groups from both within and outside USAID, speaking for the agency on routine scheduling issues.
  • Coordinates with other organizational elements to direct invitations and related correspondence for the office.
  • Uses standard approaches to perform a wide variety of duties related to special projects in involving administrative issues.
  • Personally handles routine inquiries and those requiring knowledge of the organization’s activities or its internal administrative procedures; and
  • Participates in all relevant technical and managerial meetings for the purpose of assisting in management duties.
  • Communicate regularly with grantees to understand progress/barriers, problem-solve and support grantees in implementing potential solutions.
  • Liaise with other offices and teams within the DDI USAID missions and offices.
  • Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports.
  • Performs other duties as assigned.


  • Bachelor’s degree in science field, business, economics, public policy or another relevant field.
  • At least 4 - 6 years’ professional experience, ideally including positions working for or supporting government agencies, international development organizations, major donors, or research organizations/institutions.
  • Experience implementing, supporting or measuring programs in developing country context is preferred.
  • Experience planning and implementing events and/or convenings is strongly preferred, facilitation experience a plus.
  • Track record of solving problems by identifying areas for improvement, iterating, and delivering results.
  • Track record of building trusted relationships with colleagues and partners.
