Overview of the Position

The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:

 

Title: Senior Monitoring and Evaluation Advisor

Location: Washington, DC

Salary Range: GS-14 equivalent

 

The objective of this position is to lead the USAID Emerging Threats Division’s (ETD) Senior Monitoring and Evaluation support to ensure the successful implementation of the USAID/ETD Global Health Security (GHS) Program, which includes a number of projects and the Global Health Security Agenda (GHSA) initiative.  Successful completion of this objective will require working with a wide array of US Government partners, international organizations, non-governmental organizations (NGOs), and other implementing partners. The ETD Senior Monitoring and Evaluation Advisor will design, implement, and oversee support of the development of a monitoring and evaluation framework for the Global Health Security Program, including the Global Health Security Agenda (GHSA) initiative.

Responsibilities

Providing senior level strategic guidance and expertise, including assisting with the preparation and/or review of strategies and plans to address needs at the global level.

  • Oversee the overall implementation of M&E plans including developing relevant reference documentation, operational plans and timelines;
  • Develop and update program and project indicators;
  • Provide input to taskers, briefing documents, agency memos, progress reports, work plans;
  • Identify data needs and analyses and coordinate with the Data Analyst on overall program data analyses and visualization; and
  • Provide input for the development of databases and data systems.

Serving as subject matter expert to USAID and its partners.

  • Coordinate the development and implementation of monitoring and evaluation plans for Emerging Threats Division’s portfolio of activities for the Global Health Security Program projects including the GHSA;
  • Serve as the primary point of contact for monitoring and evaluation for the ETD team;
  • Coordinate with the GHSA Senior Public Health Advisor on monitoring and evaluation plans for the GHSA initiative to ensure alignment with GHS projects; and
  • Assessing current health literature and international guidelines, and providing recommendations to USAID.

Contributing to the routine work, including providing technical updates, briefers and other documents that describe USAID’s activities, research and progress; preparing portfolio reviews and reports; reviewing documents such as annual reports and operational plans; and preparing responses to Q&As and other requests for information.

  • Oversee the logistical aspects of implementation including the creation of data collection tools/platforms, providing guidance on analytic plans and report development, and ensuring data quality and consistency;
  • Work closely with the ETD AORs and GHSA POCs to stay abreast of GHS/GHSA activities and requirements, and assist with completing routine and ad hoc requests for ETD, GHSA, and USAID leadership;
  • Represent the ETD and M&E WG at meetings, briefings and/or presentations, as needed;
  • Collaborate and coordinate regularly with the ETD team, relevant USAID offices, implementing partners, other USG agencies, and international partners;
  • Assisting international and local partners at the country level;
  • Providing technical advice to ensure that country programs are consistent with current practice, international standards and recommendations;
  • Contributing public health expertise and participating in working groups and task forces;
  • Lead the ETD M&E Working Group (WG) and regularly communicate the status of the M&E activities and direction to WG members, USAID offices, implementing partners, and other USG agencies.  Convene and lead relevant in-person, conference calls, and virtual meetings;
  • Reviewing and synthesizing information about USAID programs, to identify operational priorities and make recommendations;
  • Monitoring and guiding USAID’s agenda;
  • Follow global developments and provide recommendations to USAID regarding the application of this information to USAID’s technical and strategic approaches;
  • Keeping current on the latest literature, reports and international guidelines and standards;
  • Preparing and submitting papers to professional journals and meetings;
  • Provide M&E technical and troubleshooting assistance as needed; and
  • 10-25% domestic and international travel.

Qualifications

Qualification at the GS-14 equivalent Senior Monitoring and Evaluation Advisor level requires a Master's degree in a related field and a minimum of 9 years of relevant experience, or equivalent combination of education and experience. Alternately, an individual may qualify at the  GS-14 equivalent Senior Monitoring and Evaluation Advisor level with a Bachelor's degree and a minimum of 11 years of relevant experience.
