Overview of the Position

The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:

 

Title: Senior Technical Advisor

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) goal of controlling the HIV epidemic. As a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), USAID works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world. Located in the Bureau for Global Health (GH), the Office of HIV/AIDS (OHA) is the locus of HIV/AIDS technical leadership for the Agency and has primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV/AIDS to inform the strategic allocation of financial and human resources and assist in designing, implementing, monitoring and evaluating programs. This ensures the technical integrity of Agency and Mission strategies through leadership on a full range of issues related to HIV/AIDS. Within OHA, the Research Division (RES) provides technical and programmatic expertise to help USAID and its Missions conduct research and development, and introduction and access research to develop strategies, products and programs that respond to Agency and USG objectives and budget priorities. RES staff, through research and development of safe and effective biomedical HIV prevention technologies, and introduction and access activities of approved technologies  incorporate innovations, best practices, and lessons learned to advance the goals of PEPFAR and the USAID mission. 

 

The position of Senior Technical Advisor: Microbicide Research and Development, will be located in the Microbicide Branch, Research Division, Office of HIV/AIDS, and Bureau for Global Health, and will support USAID’s further development and implementation of new biomedical HIV prevention technologies.  This position will be supervised by the Microbicide Branch Chief and may require working with other teams such as the Prevention, Care and Treatment Team, and the Supply Chain Management Systems Team, among others.  The specific roles and responsibilities of this position are described below.

 

Responsibilities

The primary role of the Senior Technical Advisor, Microbicide Research and Development, will be to provide expert technical advice, strategic guidance, and programmatic oversight to advance the research, development, and introduction of microbicides and pre-exposure prophylaxis (PrEP) for HIV prevention. The Senior Advisor, as a principal GH/OHA resource for microbicide and PrEP activities, will contribute to defining program priorities and budgets, and serve as a liaison with other offices at USAID/Washington and USAID missions, as well as with other donors and agencies involved with microbicide and PrEP programs.

 

Specific responsibilities may include but not be limited to the following:

  • Provide technical guidance for USAID-funded microbicide and PrEP activities, especially those that are safe, effective, acceptable and feasible for low and middle-income countries to ensure access to these and/or other new HIV prevention technologies as soon as possible;
  • Provide input on the biomedical design and development of new scientific studies as required for the research, development, and regulatory approval of microbicides and PrEP;
  • Contribute to the development and management of new and existing USAID projects, especially those to implement USAID preparations for the development and regulatory approval of new HIV prevention technologies. This may include advice for the development of work plans, review of work plans and budgets, other project management advisory responsibilities, and overall guidance on strategic program implementation;
  • Coordinate with other USG agencies and partners supporting related microbicide and PrEP activities, including participation in scientific meetings with the National Institute of Allergy and Infectious Diseases (NIAID)/Division of AIDS (DAIDS); the Office of AIDS Research (OAR) at the National Institutes of Health (NIH); and clinical trial network(s), as well as in other meetings or conferences that would assist in managing the USAID project portfolio;
  • Coordinate with other donors to maximize the progress, cost-efficiency, and effectiveness of USAID activities;
  • Serve on GH and OHA committees, PEPFAR working groups, and country teams when microbicide and PrEP activities are relevant and may impact other programs;
  • Support coordination between microbicide-related activities and other HIV prevention, care, and treatment activities in developing countries;
  • Draft responses to Executive, Congressional, Agency, and public inquiries regarding USAID microbicide and PrEP activities;
  • Assist with the preparation of both periodic and one-time special reports requested by USAID, OGAC, Congress, and others; and
  • Prepare technical documents and state-of-the-art presentations for colleagues both within and outside USAID.

Qualifications

Qualification at the GS-14 equivalent Senior Technical Advisor level requires a Master's degree in a related field and a minimum of 9 years of relevant experience, or equivalent combination of education and experience. Alternately, an individual may qualify at the  GS-14 equivalent Senior Technical Advisor level with a Bachelor's degree and a minimum of 11 years of relevant experience.

 

Other qualifications include:

  • Advance degrees such as PhD/DrPH in relevant social, medical, or biological sciences, or an MD with appropriate experience are preferred;
  • Minimum of nine years of experience in HIV research, and/or reproductive health product research or sexually-transmitted infection research and/or sexual health biomedical product development with preference given to experience in developing HIV prevention technologies;
  • Demonstrated experience and ability in research design, project implementation, and data analysis;
  • Experience working with stringent regulatory authorities (e.g. FDA; EMA) preferred;
  • Experience working in resource-challenged, developing or low and middle-income countries preferred;
  • Demonstrated experience across academic, public, and private sectors;
  • Excellent written and oral communication skills;
  • Demonstrated experience as a team participant and leader;
  • Willingness and ability to travel internationally; and
  • Applicants selected will be subject to a background investigation and must obtain and maintain a favorable adjudication as applicable to their position/duties.
