Overview of the Position

The Pacific American Fund (the Fund) is a grant-making facility being managed and implemented by Social Solutions International under a five-year contract with the United States Agency for International Development (USAID). The goal of the Pacific American Fund is to improve the quality of life of the Pacific Islands. The Fund awards and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Administration of the Pacific American Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The types of grants awarded address recovery from the economic impacts of COVID-19, water, sanitation, and hygiene (WASH), basic education, biodiversity conservation, climate change and disaster resilience, and related issues. Target countries include the Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, the Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Social Solutions International Inc. is seeking a Grantee Finance Associate to be part of a dynamic team of professionals implementing the USAID Pacific American Fund.

Under the direction of the Finance and Administration Officer (FAO), the Grantee Finance Associate will be responsible for supporting pre-award risk assessments of prospective grantee organizations and will work closely with the Grants Management Team. The Grantee Finance Associate will also be responsible for performing budget verifications and assist in the preparation of budget narrative reports, keeping grantee finance files updated, and working with the Fund team to ensure compliance with all USAID rules and regulations related to grants financial management. This role will contribute to the success of the Pacific American Fund by performing activities that maintain the operational efficiency and effectiveness of the grantmaking facility and support with capacity development activities. This role will also require the Grantee Finance Associate to establish and maintain a harmonious and effective relationships and undertake all duties to a professional standard. The Grantee Finance Associate will undertake the specific responsibilities described below. Duties may be varied from time to time under the FAO’s direction to meet changing program needs.


  • Supporting the teams within the Pacific American Fund to complete pre-award risk assessments of prospective grantee organizations and to conduct regular follow up to collect information and documentation from grantees;
  • Assisting in the preparation and management of grantee budgets;
  • Preparing monthly cash flow projections of grant fund disbursements;
  • Assisting in updating the Fund’s Grants Management Tracker;
  • Reviewing grantee financial transactions including but not limited to reviewing grantee quarterly financial reports, annual property reports, and foreign tax reports;
  • Identifying potential risks and recommending mitigation strategies;
  • With the approval of the Chief of Party (COP) and FAO, reviewing grantee payment requests, and after approval of the COP and FAO, raising approved grantee payment requests, in accordance with Social Solutions’ policies and grant agreements;
  • Providing necessary assistance to the Fund’s Grants and Finance teams in conducting internal reviews and audits of grantee financial reports, policies, and procedures;
  • Filing all supporting documents relating to grants disbursements and acquittals; and
  • Performing other tasks as assigned.


  • Bachelor’s degree in financial management or a related field;
  • At least 5 years of experience in a relevant accounting or finance position;
  • Prior experience working in an international or donor institution is an added strength;
  • Knowledge of USAID rules and regulations, and previous experience working on USAID-funded projects, is an advantage;
  • Strong computer skills, including advanced proficiency with Microsoft Excel, other Microsoft Office applications, email, etc.;
  • Strong organizational skills and excellent interpersonal communication skills; and
  • Excellent English language skills, both verbal and written.
