Overview of the Position

The Pacific American Fund (the Fund) is a grant-making facility being managed and implemented by Social Solutions International under a five-year contract with the United States Agency for International Development (USAID). The goal of the Pacific American Fund is to improve the quality of life of the Pacific Islands. The Fund awards and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Administration of the Pacific American Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The types of grants awarded address recovery from the economic impacts of COVID-19, water, sanitation, and hygiene (WASH), basic education, biodiversity conservation, climate change and disaster resilience, and related issues. Target countries include the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea, the Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.


We are hiring a Learning and Development Coordinator to be part of a dynamic team. The Pacific American Fund Learning and Development Coordinator will provide strategic and programmatic leadership for the Fund’s Learning and Development workstream. The workstream involves working with grantees and their partners to identify their capacity building needs, developing and managing a program of capacity building support work through the Fund’s Learning and Development Plan, managing the work program associated with the Learning and Development Plan, and facilitating grantee involvement in the work program. The Learning and Development Coordinator will work with the Fund’s MEL and GESI team to deliver the work and will work cooperatively with the Fund’s Grants Management, Finance, and Communications teams.


The position is full-time, and is based in Suva, Fiji with some travel in the Pacific region expected should circumstances allow.


  • Provide guidance to and support grantees to develop capacity building plans.
  • Support grant pre-award and organizational capacity assessments and facilitate the alignment of grant capacity building plans with the results from these assessments.
  • In collaboration with the MEL-GESI Manager and other members of the Fund (including specialists), develop (and update when necessary) the Fund’s Learning and Development Plan.
  • Work with grantees to align their capacity building plans with the Fund’s Learning and Development Plan.
  • Facilitate the delivery of the capacity building and learning events work program based on the Learning and Development Plan.
  • Develop and manage the Fund’s Pre-Solicitation Capacity Building Program to support potential grantees to prepare high-quality grant funding applications
  • Provide technical advice on learning and development needs, activities, and strategies to both the Fund and grantees.
  • Track and report progress against the Fund’s Learning and Development Plan.
  • Contribute to the Fund’s quarterly and annual reports and plans.


  • Bachelor’s degree or higher in a related field (a Master’s degree in a related field would be an added strength).
  • At least six years of experience managing and facilitating organizational and/or professional development activities including for civil society organizations in the Pacific.
  • Demonstrated knowledge and experience in adult learning theory and practice.
  • Demonstrated experience working in and familiarity with Pacific Island countries.
  • Experience working with international development organization(s) and knowledge of reporting procedures and good practices for capacity building.
  • Proficiency in Microsoft Suite applications (Word, Excel, PowerPoint, etc.) required.
  • Strong English writing and verbal communication skills.
  • Knowledge of local language(s) would be an added strength.
