The Pacific American Fund (the Fund) is a grant-making facility being managed and implemented by Social Solutions International under a five-year contract with the United States Agency for International Development (USAID). The goal of the Pacific American Fund is to improve the quality of life of the Pacific Islands. The Fund awards and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Administration of the Pacific American Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The types of grants awarded address recovery from the economic impacts of COVID-19, water, sanitation, and hygiene (WASH), basic education, biodiversity conservation, climate change and disaster resilience, and related issues. Target countries include the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea, the Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Social Solutions International Inc. is seeking a Regional Fund Assistant for Micronesia to serve as a member a dynamic team of professionals implementing the USAID Pacific American Fund. The Regional Fund Assistant for Micronesia reports to the Regional Fund Manager for Micronesia, and both positions are based in the Fund’s Micronesia subregional office in Pohnpei, which coordinates Fund activities in FSM, Palau, RMI, and Kiribati.

• Supporting grant-making and grant management;
• Supporting communications and outreach objectives including outreach to CSOs and other key stakeholders throughout the region to raise awareness about the Fund and to disseminate success stories;
• Supporting and participating in pre-award surveys and the grant award negotiation process, and supporting program technical staff in preparing grant agreements for USAID approval including confirming eligibility;
• Work with program technical staff to provide capacity development support to grant recipients to facilitate grant management and implementation (including providing guidance on USAID regulations; the establishment of administrative, management, and operations systems; communications and outreach; monitoring, evaluation, and learning (MEL); and other needs as determined;
• Supporting monitoring of grant implementation including tracking of deliverables, achievement of project objectives, and implementing of environmental compliance measures;
• Supporting site visits at project sites and providing technical assistance on program implementation, monitoring progress and evaluating performance, reviewing and analyzing results, and recommending changes in implementation;
• Providing routine and ad hoc administrative and programmatic support, maintaining databases and ensuring documentation involving grants is organized and up-to-date on the project SharePoint and DropBox sites;
• Facilitating USG official engagement including coordination of meetings, organization of site visits and events, and organizing briefings; and
• Other support as needed.

• Bachelor’s degree in public administration, sustainable development issues, social sciences, or other relevant field;
• Minimum of 2-3 years of relevant experience in development assistance, working on a donor-funded project;
• Demonstrated ability to work with civil society organizations, particularly in providing support and/or building capacity;
• Experience supporting technical activities, such as in environment, water and sanitation, climate change, economic development, etc., would be an added strength;
• Experience working with communities at the grassroots level in Micronesia and/or Pacific Island countries;
• At least some experience in supporting donor-funded grants or projects;
• Good interpersonal skills and cultural/political sensitivity;
• Strong English language skills, both verbal and written;
• Knowledge of the local language(s) is an advantage.
