The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:

BACKGROUND

As the US Government's (USG) investment in multilateral engagement and technical assistance resources increases, a corresponding level of responsibility falls to the USAID Office of HIV/AIDS (OHA) Multilateral Branch, namely in the areas of coordination with the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) and UNAIDS as well as program management, technical and policy oversight and country support. The Multilateral Branch is tasked with serving as the Agency focal point for the Global Fund and the Joint United Nations Programme on HIV/AIDS (UNAIDS) as well as managing Global Fund technical assistance (GF TA) in the areas of HIV/AIDS and health systems strengthening. The Branch’s responsibilities also include: managing the USAID agreement with and the USG agreement with the Global Fund; coordinating and providing policy guidance for USAID’s engagement for Global Fund and UNAIDS Board and committee preparations; developing HIV/AIDS-specific multilateral country support strategies and communications with USAID field missions, UNAIDS Regional and Country Offices, and the Global Fund Secretariat; and supporting overall donor coordination within OHA. 

INTRODUCTION

The Multilateral Country Support Advisor will develop/implement country support management tools/processes and provide country-specific policy and technical guidance for issues related to PEPFAR, Global Fund, UNAIDS, donor coordination, and program management, with an emphasis on HIV/AIDS technical engagement. The Advisor will work closely with the Multilateral Branch as well as counterparts in USAID Missions, US Government agencies [e.g., the Office of the Global AIDS Coordinator (OGAC), Centers for Disease Control and Prevention (CDC), the Global Fund Secretariat, multilateral organizations (e.g., UNAIDS), and bilateral donors (e.g., German Agency for International Cooperation and Expertise France)]. 

The Advisor will work within the Strategic Coordination and Communication Division of USAID’s Office of HIV/AIDS and will receive managerial/technical oversight from the Multilateral Branch Chief as his/her on-site manager.

The Multilateral Country Support Advisor will be responsible for:

• Leading advisory support to the Multilateral Branch’s country-specific policy/technical strategies, management tools, processes, and guidance, including communication strategies and engagement within OHA to ensure appropriate linkages between USAID Missions, PEPFAR, Global Fund, UNAIDS, and other organizations’ country teams/activities for enhanced program alignment, reduced duplication of HIV programming efforts, and leveraged resources. 
• Facilitating communication and coordination between USAID Missions, Global Fund, UNAIDS, and other stakeholders to ensure that unified policy and program approaches are implemented and that joint investments are leveraged to achieve global and national HIV targets.
• Supporting assigned countries/regions, including liaising with the Global Fund, UNAIDS and other stakeholders to coordinate and track outcomes of technical assistance interventions.
• Contributing to the development of Global Fund and UNAIDS policy position papers in preparation for Global Fund and UNAIDS Board and Committee meetings.
• Drafting briefing papers, talking points, and responses for information requests as assigned.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE

• Master’s degree or higher in public health or a related social science field.
• Minimum nine (9) years’ experience with developing/implementing coordination tools, program management, strategic planning, provision of technical/policy guidance, and data analysis in international or resource-challenged settings.
• Demonstrated experience coordinating with multilateral organizations, including thorough, in-depth knowledge of Global Fund, UNAIDS, and PEPFAR rules/regulations/processes.
• Demonstrated HIV/AIDS technical and policy expertise, with emphasis on provision of technical assistance to Ministries of Health and/or NGOs/CSOs.
• Demonstrated ability to initiate, establish, and maintain liaison activities with interagency, multilateral, and bilateral stakeholders.
• Strong interpersonal skills and ability to work across US Government agencies and cross-culturally diverse teams.
• Demonstrated flexibility and openness in responding to changing work priorities and environment.
• Excellent analytical, written, and oral communication skills.
• Fluency in French, Portuguese or Spanish.
• Ability to travel internationally.
• Secret Level Clearance required.
