The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:
BACKGROUND
As the US Government's (USG) investment in multilateral engagement and technical assistance resources increases, a corresponding level of responsibility falls to the USAID Office of HIV/AIDS (OHA) Multilateral Branch, namely in the areas of coordination with the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) and UNAIDS as well as program management, technical and policy oversight and country support. The Multilateral Branch is tasked with serving as the Agency focal point for the Global Fund and the Joint United Nations Programme on HIV/AIDS (UNAIDS) as well as managing Global Fund technical assistance (GF TA) in the areas of HIV/AIDS and health systems strengthening. The Branch’s responsibilities also include: managing the USAID agreement with and the USG agreement with the Global Fund; coordinating and providing policy guidance for USAID’s engagement for Global Fund and UNAIDS Board and committee preparations; developing HIV/AIDS-specific multilateral country support strategies and communications with USAID field missions, UNAIDS Regional and Country Offices, and the Global Fund Secretariat; and supporting overall donor coordination within OHA.
INTRODUCTION
The Multilateral Country Support Advisor will develop/implement country support management tools/processes and provide country-specific policy and technical guidance for issues related to PEPFAR, Global Fund, UNAIDS, donor coordination, and program management, with an emphasis on HIV/AIDS technical engagement. The Advisor will work closely with the Multilateral Branch as well as counterparts in USAID Missions, US Government agencies [e.g., the Office of the Global AIDS Coordinator (OGAC), Centers for Disease Control and Prevention (CDC), the Global Fund Secretariat, multilateral organizations (e.g., UNAIDS), and bilateral donors (e.g., German Agency for International Cooperation and Expertise France)].
The Advisor will work within the Strategic Coordination and Communication Division of USAID’s Office of HIV/AIDS and will receive managerial/technical oversight from the Multilateral Branch Chief as his/her on-site manager.
