Overview of the Position

This position is located in USAID’s Bureau for Development, Democracy, and Innovation, in the Innovation, Technology and Research (ITR) Hub, which leads USAID in experimentation and innovation to transform development.

 

The Program Support Specialist is a full-time position that will be a key member of the ITR Development Innovation Ventures (DIV) team, USAID’s open innovation program that funds breakthrough solutions to the world's most intractable development challenges. The position is fully integrated into the DIV team and works closely with DIV staff and contacts internal and external to the Agency. This position involves two primary roles through which the Program Support Specialist provides support to technical staff: (1) administrative support, ranging from maintaining program files and implementing core standard operating procedures to scheduling briefings and meetings; and (2) analytical support, including collecting, compiling, and analyzing data for various program needs and maintaining administrative and financial databases.

Responsibilities

  • Help codify and implement standard operating procedures to ensure the efficient implementation of the DIV program.
  • Maintain program files and documents, including maintaining administrative and financial tracking systems.
  • Assist in the design and maintenance of databases, primarily but not limited to Salesforce, to support administrative and operational activities.
  • Assist technical staff in the preparation of various program documents and correspondence such as: project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Contribute to internal and external communication campaigns and materials to source innovative solutions with evidence of impact and cost-effectiveness, and to further the impact of successful DIV awardees.
  • Draft program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters.
  • Support the communications clearance process for and uploading of web content.
  • Liaise with other offices and teams within USAID Missions, Bureaus and Offices.
  • Contribute to the development and rollout of tools to support DIV and its grantees’ work (e.g., data collection templates).
  • Research, analyze, and organize technical and/or statistical information and develop data for use in briefings, publications, and reports.
  • Schedule and support Investment Committees, prepare Technical Evaluation Committee Memos, and liaise with the Office of Acquisition and Assistance to prepare award packages.
  • Maintain DIV inbox, schedule team meetings, serve as travel advisor, and manage supplies and equipment for the team.
  • Develop and maintain a full working knowledge of USAID policies and guidelines, as well as program practices and procedures.
  • Perform other duties as assigned

Qualifications

  • Bachelor’s degree required. Degree in Communications, Economics, Public Policy, International Affairs, Technology, Business or related field preferred
  • Minimum of three to four (3-4) years of related experience in international development, non-governmental organizations (NGOs) or the private sector
  • Exceptional writing skills and attention to detail
  • Experience with web content management platforms and relational databases such as Salesforce
  • Experience with large datasets preferred
  • Comfort task-shifting, multi-tasking, and working with ambiguity
  • Ability to work well in teams
