Overview of the Position

The United States Agency for International Development (USAID) has contracted Social Solutions to recruit and hire qualified individuals for the following position:

 

Title: Senior Innovative Finance and Market Access Advisor

BACKGROUND:

 

The Center for Innovation and Impact (CII) in USAID’s Bureau for Global Health applies innovative, market-based, and digital health approaches to accelerate impact against critical health issues. CII incubates new ideas, puts them into practice, and scales effective approaches with diverse partnerships.

 

To achieve its goals, CII:

  • Serves as a catalyst, driving innovation and partnerships;
  • Works with internal and external partners to help prioritize and scale innovations and existing interventions that align with the Agency’s priorities in global health;
  • Supports rapid introduction of and/or access to these priority interventions;
  • Leverages private sector resources and innovative financing approaches to invest in health innovation and improve the efficiency of the market; and,
  • Uses a human-centered design approach to ensure that populations in need and end-users are always the focus of our work.

ROLES AND RESPONSIBILITIES:

 

USAID/CII is seeking an individual to play a key role in applying innovative financing and other market access approaches to support bringing life-saving products and services to the people who need them most.  The Senior Innovative Finance and Market Access Advisor will be part of a dynamic team that will continue to help shape the direction of CII and position it as a leader in the innovative financing space in global health, build partnerships with thought leaders globally, and broker new deals or initiatives as part of a broader CII innovative financing strategy. CII has typically focused on blended and outcomes-based financing but is open to other innovative financing approaches.

 

The Senior Innovative Finance and Market Access Advisor will be expected to have experience in innovative financing and market dynamics and leverage this background to develop and execute strategies on priority innovative financing and market shaping opportunities. They should possess a deep knowledge of the range of existing blended and outcomes-based financing models and market incentives that exist, and offer a strategic perspective on new tools. They will also be responsible for developing and executing new deals or initiatives.  They will present USAID’s technical viewpoints in public meetings and cultivate strong relationships both internally with technical and Mission staff and externally with senior executives of companies, investors, foundations, and governmental, multilateral and nongovernmental organizations.

 

Specific activities may include the development of investment strategies and corresponding financial deals, partner identification, and due diligence; and assessment of market dynamics and implementation of market shaping interventions or initiatives, with a focus on financing to increase access and efficiency of capital. The role will also include mentoring and coaching of USAID staff to improve overall understanding of financial innovation for impact.  The role may involve periodic travel to USAID Missions (Country Offices).

Responsibilities

  • Work within CII’s Market Access team, helping to set priorities for CII, embody CII’s team values, seize opportunities, and support the Global Health Bureau priorities.
  • Primary responsibility is to identify and support development of innovative financing deals or initiatives to accelerate rapid deployment and sustainable uptake of priority global health products and interventions.
  • Where needed and appropriate, identify and support development of market incentives or market shaping interventions to accelerate rapid deployment and sustainable uptake of priority global health products and interventions.
  • Provide support to USAID’s leadership, technical offices in the Global Health Bureau and Missions, ensuring they have the resources needed to support the development and implementation of new financing tools.
  • Build key relationships with companies, investors, foundations, donors, and other stakeholders to advance USAID’s global health priorities.
  • Present USAID technical programs and policies at relevant meetings with external parties and conferences.
  • Possess, or rapidly develop, deep knowledge of and strategic perspectives on the range of innovative financing mechanisms and market incentives that exist, including the ability to think creatively about the development and application of new tools.
  • Contribute to CII’s team-building and supportive culture, such as troubleshooting across specialization areas and projects.
  • Identify and support opportunities and new initiatives as priorities within CII evolve.
  • Prepare reports, project plans, leadership talking points, briefers, and templates as needed.
  • Other duties as required.

Qualifications

  • A Master’s degree and 9 years of relevant experience or equivalent years of education and relevant work experience.
  • 3 - 5 years of professional experience engaging in financing, finance transactions, or working on innovative financing policy within a government, non profit organization/think tank, investment fund, or other private sector entity.
  • Function well independently and on teams, and have a commitment to excellence and producing results; exceptional analytical and communication skills (written and verbal).
  • Demonstrated ability to analyze and synthesize information, and to develop priorities, solutions, and strategies to address issues and gaps.
  • Demonstrated ability and success in change management in large organizations;
  • Strong leadership and interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
  • Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.
  • Ability to work effectively in high-pressure situations, juggle multiple tasks simultaneously, problem solve in a fast-paced environment, and set priorities.
  • Ability to understand incentive structures and engage and persuade senior-level executives and other stakeholders.
  • Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical, demographic and scientific information.
  • Detail-oriented with strong organizational and project management skills.
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.
  • Willingness to travel both domestically and internationally up to 10-20% (when conditions allow).
  • U.S. Citizenship or permanent residency and ability to obtain and maintain Facilities Access required.

PREFERRED QUALIFICATIONS

  • Significant professional experience in strategy/management consulting, business, marketing, corporate development, or other fields that require understanding of marketplace dynamics, product introduction and uptake, or strategic analysis
  • Experience working in financing in global health
  • Demonstrated knowledge of or keen interest in global health
  • MBA degree
