Social Solutions International Inc. is implementing the Pacific American Fund under direct contract with USAID. The Pacific American Fund is a $35 million, 5-year regional grant making facility funded by the United States Agency for International Development (USAID) and operates across 12 Pacific Island countries. The Pacific American Fund provides and monitors grants to civil society organizations (CSOs), non-governmental organizations (NGOs), and other eligible entities addressing a wide range of development challenges across the Pacific region. Administration of the Pacific American Fund grant making facility entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring, and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The Pacific American Fund team provides organizational capacity-building to local sub-grantees to ensure proper stewardship of USG funding and improved organizational and financial management of local partners.

Overview of the Position

Under the direction of the Finance and Administration Officer (FAO), the Accounting Specialist will be responsible for all local accounting matters and will work closely with the Home Office Accounting Department. The Accounting Specialist will be responsible for remitting local salary withholdings to the proper authorities, preparing monthly Field Office Expense Reports, keeping local registrations updated, and work with local authorities to ensure compliance with all rules and regulations. The Accounting Specialist will report to the FAO and the position will be based in Suva, Fiji.

Responsibilities

  • Oversee payroll process and the preparation of FNPF and PAYE remittances for local staff each month;
  • Prepare monthly cash flow projections to support funds requests from the Home Office (HO);
  • Issue and collect project advances made to staff, and reconcile bank accounts and field advance accounts each month;
  • Record all financial transactions in Social Solutions financial management system (Costpoint) and submit monthly Field Office Expense Reports;
  • Maintain thorough documentation of all field financial transactions and all other financial documents;
  • With the approval of the Chief of Party (COP) and FAO, execute all approved payments for local vendors, subcontractors and consultants for goods and services received, in accordance with Social Solutions’ policies;
  • Liaise and maintain cordial working relationships with all local vendors in Fiji and PNG.
  • Liaise with bank on foreign currency rates, bank charges, fund transfers and payments;
  • Monitor and manage bank accounts
  • Oversee field office petty cash accounts for Fiji and PNG Offices;
  • Assist in the preparation and management of annual workplan budgets;
  • Assist the Finance & Administration Assistant to review staff travel advance requests and process staff travel expense reports after approval;
  • Provide the required assistance to teams conducting internal and external reviews/audits and;
  • Prepare and file company income tax returns annually
  • Ensure all project accounting functions are performed within the procedures set in Operations Manual and within USAID guidelines
  • Act as alternate security officer for the project Security Management Team
  • Perform other tasks as assigned.

Qualifications

  • A Bachelor’s degree in finance, accounting, administration, or related area;
  • At least seven (5) years of experience in a relevant accounting or finance position;
  • Knowledge of USAID rules and regulations, and previous experience working on USAID-funded projects, highly preferred;
  • Strong computer skills, including advanced proficiency with Microsoft Excel spreadsheets, email, and Microsoft Windows applications;
  • Strong management skills and excellent interpersonal communication skills;
  • Excellent English language skills, both verbal and written.
